The construction site on the Great Scaffolding below the Old Town in Ulcinj was completely flooded due to a large storm accompanied by a strong southerly wind and huge waves, which caused a new stoppage in the execution of works.
Thus, the new storm opened an old dilemma - is it sustainable to build a square, i.e. a pier with a green belt next to the rocks, benches, lighting...
"The space of the square is defined by the project with an orthogonal grid of paving, large fields of about 4x4 meters that additionally emphasize the rectangular shape and size of the square. At the point of change of direction, the grid is fragmented and enables the functional composition of fields of pavements, benches and greenery. From the plane of the square, fitting into the basic grid, rise three dynamic groupings of uneven fields, tribunes that soften the impact of the waves and represent a more interesting alternative to the classic type of seating such as chairs, benches, deckchairs", it is written in the project of the ground floor arrangement of the Great Scaffold.
The realization of that project was categorically opposed by the Municipality, the Society of Friends of the Old Town, and the locals also wrote a petition and collected more than 200 signatures before the work began. All of them warned "that the first strong storm would make a mess of the planned ground floor decoration". They thought that the million euros, which the investor - JP for the management of marine resources plans to invest in the arrangement of the pier, would be wiser to invest in some other projects, first of all in the training of Kacema, the construction of high-quality slipways for pulling out boats...
Former secretary for communal affairs Adnan Alibegu he previously told "Vijesta" that Ulcinj does not need another disabled project, like Kacema, which, as he stated, is absolutely dysfunctional.
However, the then coordinator of JP for the municipalities of Ulcinj and Bar, and now the president of the Municipality of Ulcinj Omer Bajraktari, he once said that through the implementation of the million-dollar project, the city could soon get the first border crossing at the sea, which would probably be of a temporary nature.
The project for the ground floor arrangement of the Velika skela - wharf in the marine property zone also provides for the installation of three typical service facilities.
President of the NGO Society of Friends of the Old Town Karamanag excrement in the beginning, he himself was against the realization of that project.
"However, before the landscaping work began, they invited a few of us to attend a joint session with representatives of the Public Enterprise, the Municipality and the contractor, the company 'Erlang'. They convinced us of their good intentions and we agreed, hoping that there would be a lot of good on the scaffolding, which really needed fixing," Karamanaga wrote on Facebook ten days ago, before the storm started and the scaffolding flooded.
He also warned then that the works were at a standstill for almost a month, when the first strong southerly wind came.
"It seems to me that a lot has changed since then. Of course, we also understand the holidays and the need to celebrate, but all that takes too long because there are no more machines or workers," wrote Karamanaga.
He added that the pier "is completely destroyed today with pyramids made of excavated material".
Since the storm began, the sea has washed away almost all the excavated material, and the stones are already on the beach.
"How are they going to stop the waves? Once we had a protective wall in the middle of the scaffolding, we were able to approach and take photos. Now you can't get close because when a big wave breaks, the water goes up to twenty meters, and the scaffolding looks like a patterned iceberg to us", said Karamanaga.
The treatment of the surface of the square, as foreseen by the project created by the Podgorica studio "Sintezes", is mostly made of pressed concrete, but next to the sea, as a transition to the existing stone blocks, stone-paved fields appear. In this way, the strip by the sea stands out a bit from the area of the square as a coastal promenade.
Along the rocks below the Old Town, the formation of a green belt is planned, a zone with low autochthonous vegetation that does not require too much care, and several pine and olive trees that provide shade and enrich the ambiance.
It was planned that the work on the ground floor arrangement of the Great Scaffold would be completed in 120 days. The works started in the first half of October.
In the meantime, in the company "Erlang" it was confirmed to "Vijesta" that already at the very beginning of the works, significant discrepancies between the actual situation on the ground and the prepared project were noted, in the part of the concrete base of the promenade.
"The result of the noted irregularities is the extension of the deadlines, as well as the finding of a new technical solution for the concrete surface of the promenade. In the new technical solution, the excavated material from the scaffolding can be used", they stated.
In the JP for the management of the marine resource, before the New Year, "Vijesti" was told that the works are proceeding in accordance with the foreseen dynamics and that for now they are within the stipulated deadlines.
Considering the actual situation on the ground, however, it is mission impossible to complete the works within the stipulated period of 120 days.
They are aware of this in "Erlang".
"... All with the aim of reducing the new unit price of the future position to a minimum, considering that the transport of materials, in the circumstances as they are on the ground, occupies a significant item in the formation of the price, while the deadlines for the execution of future works will be minimal, so as not to enter with their performance in the tourist season", they explained.
