Construction in Kolašin, according to the valid planning documents, endangers the space and is over-dimensioned, and this especially refers to the scope of detailed urban plans (DUP) "Centar" and "Breza", this is the joint conclusion of the government and the opposition, as well as representatives of the executive power from the last sessions of the local parliament.
Although the precise way in which this fact can be influenced at the local level has not yet been agreed upon, the ruling majority and the opposition have reached an agreement that they should appeal to the Government and the line ministry to speed up the adoption of amendments to the Spatial-Urban Plan (PUP) and, in parallel with team, works on changes and additions to DUPs.
The municipality of Kolašin initiated amendments to the PUP four years ago, and that document is still in the "before public discussion" phase. The inexplicably long process of creating the PUP is causing daily damage to Kolašin, it has been assessed several times from different local addresses, and all in a situation where hyper-construction and the so-called "second investment boom" is taking place in the area of that municipality. The plan was completed to the proposal stage and was submitted to the Ministry of Ecology, Spatial Planning and Urbanism on December 20, 2020. However, at the beginning of last year, the preparation of the PUP was returned to the beginning. As an umbrella document, it should create prerequisites for changing DUPs, that is, limiting hyperbuilding, which the current planning documentation enables.
As assessed by the member of the Social Democratic Party (SDP) Bojan Zekovic, a paradox is happening in Kolašin, so "building in accordance with valid plans means devastation of space". At the meeting of the Council of Ministers, he proposed a conclusion according to which, until the DUP "Centar" is revised, the issuing of urban planning and technical conditions (UTU) for buildings over 2.000 square meters of gross area should be suspended.
"I am afraid that what is presented as the development of Kolašin, for the average resident of this municipality, who did not sell the plot, will not bring any benefit. Kolašin has the paradox that the space is collapsing in accordance with the plans that are currently in force. That is why it is necessary to stop issuing UTU in the city center itself", he said.
Zeković warns that during the period of waiting for changes to the planning documentation, great damage can occur to the space in the city core, after which, he claims, any further struggle for protection would be misplaced. In his opinion, it is also important to expand the scope of the DUP "Centar". As he reminded, some buildings that are planned to be built in Kolašin occupy 80 to 90 percent of the urban plot.
And secretary for space planning, communal affairs and traffic Ljiljana Rakočević claims that the DUP "Centar", which was made in 2009, is oversized. However, she claims, there is no way that, while the plan is in effect, the issuance of UTUs will be suspended.
President of the Municipality Vladimir Martinovic and they suggested that an appeal be sent from the local level to the relevant ministry and the Government to speed up the preparation of planning documents, that is, that along with the amendments to the PUP, the amendments to the DUP should be made.
Rakočević says that they received promises from that ministry back in June that the DUPs will be revised, and that working groups have been formed for that work, but that the Government is still waiting for decisions on changes to those documents.
While waiting for the preparation of important planning documents, the Municipality tried to initiate protection procedures for some of the buildings and spaces in the city through the initiatives of the Administration for the Protection of Cultural Property. The establishment of protection mechanisms was requested, as the local administration announced a few months ago, in order to save "the environmental, architectural and cultural-historical values of the town, as a result of the investment boom, that is, the hyper-building that is happening in Kolašin". Rows of houses in the streets of 13. juli, Buda Tomovića and IV Proleterska have been classified as potential cultural assets. Also the monument to Veljko Vlahović, the house of Marić, the object of the Local Museum, the restaurant "Vodenica", the building of the House of Culture, the town tavern "Planinar", the Church of Saint Dimitri...
In several cases, as "Vijesti" previously wrote about, the investors significantly increased the number of floors and dimensions of the buildings in such a way that, dissatisfied with the UTU, they asked for the opinion of the author and processor of the DUP "Centar", the company "Montplan". Based on such opinions and with the tacit consent of the authorities, two more floors were added to some buildings.
Kolašin's infrastructural unpreparedness for hyperconstruction is visible at every step, above all when it comes to traffic, water supply and the sewage system. The implementation of projects that should solve such a situation is still at the level of plans.
