The Ministry of Education will prepare a new Law on Higher Education by the end of the year, as planned by the work program of the department headed by the Minister Miomir Vojinović.
"In order to further improve practical teaching, the status of academic staff, enrollment policy and mechanisms for ensuring the quality of higher education, while appreciating the need for changes to the provisions related to the rights and obligations of students who enrolled or completed their studies according to the old study model", it is stated in the explanation why it is necessary to approach the drafting of a new law.
The draft law will be prepared by the Directorate for Higher Education, and is planned for the last quarter of this year.
In the third quarter, the Ministry should prepare the Draft Law on Amendments to the Law on the National Framework of Qualifications.
It is clarified that in this way, efforts will be made to improve the equivalence of existing qualifications, which were "acquired before the entry into force of the 2010 Law".
By the end of March, the department should submit the Report on the work and situation in the Ministry for 2022, but also prepare the annual adult education plan for this year.
The deadline for information on the inclusion of students from Ukraine in the Montenegrin educational system is until the end of June.
"It is important to respond to their developmental and academic needs in such a way as to overcome traumatic experiences and keep children in educational continuity and a structured teaching environment, thereby fulfilling their children's rights," the explanation states.
Information on measures to prevent peer violence is expected by September.
The Ministry points out that "areas have been identified in which further intervention is needed in terms of preventive actions to create a safe school environment".
"First of all, it is about monitoring needs, improving the analytical process, planning based on evidence, encouraging a culture of responsibility, designing intervention measures, intersectoral cooperation, and influencing the awareness of users and the general public," the document states.
This year, an analysis of the needs for capacity expansion in preschool institutions, as well as the results of the matriculation and professional exams, is expected.
