There is no construction of a hotel across the street from the Old Town in Budva

Acting Chief State Architect Vladan Stevović refused to give consent to the Nikšić company "Uniprom hoteli" of the businessman Veselin Pejović to the conceptual design of a six-story hotel that the company intended to build on the site of a one-story house across the street from the Old Town in Budva.

"Uniprom Hotel's request for consent to the conceptual solution for the construction of a catering facility on a part of the urban plot, within the scope of the detailed urban plan for Center Budva, is rejected," reads the decision, which "Vijesti" had access to.

Stevović had previously given Pejović's company eight days to remove them, which it did not do.

"As the applicant, in accordance with Article 60 paragraph 3 of the Law on Administrative Procedure, did not remedy the deficiency within a certain period, it was decided to reject the request," the decision states.

Looking at the submitted documentation and the valid planning document, as stated by Stevović, irregularities were found.

"No photos of the current state of the site have been submitted. The responsible engineer's statement that the technical documentation was prepared in accordance with the applicable regulations was not submitted - with the signature and seal of the responsible engineer. Vertical regulation - the number of floors, i.e. the height of the building is not aligned with the urban planning parameters given for the location in question, the planned number of floors in the planning document is the ground floor and three floors, while the conceptual solution provides for a basement, ground floor and six floors. Vehicular access to the subject location is not provided. According to the planning document, it is necessary to create an urban project for the entire subject zone", the decision states.

That the request would be formally rejected was clear even ten days ago when Stevović sent a notice to Pejović's company, in which he made it clear that they would have to postpone their business idea until the urban planning project for the complete block in which there is also Pejović's one-story house, which he sold a year and a half ago.

Pejović's company "Uniprom hotels" sold one of the most attractive properties in Budva, a one-story house opposite the Old Town, for which it paid around four million euros.

Pejović's company concluded a sales contract with a family from Budva two years ago, but it was only officially registered on December 30, 2021, when a mortgage was also registered on the property.

"Mortgage in the total amount of EUR 3.950.000 with prohibition of alienation, encumbrance of the subject immovable property and execution after the maturity of the claim", it says in the real estate newspaper.

Since the purchase and registration, Pejović's company has mortgaged the attractive property for several loans.

Pejović's company then became the owner of a one-story house, which on the ground floor has an office space of 82 square meters and two garages of 43 and 21 square meters, living space of 123 square meters on the first floor, as well as a ground floor building of 71 square meters, a yard of 444 and an orchard of 459 square meters in the very contact zone of the Old Town.

In that house for more than a decade there was one of the most famous restaurants in Budva, "Demižana".

The one-story house in the heart of Budva is no longer registered with the company "Uniprom hoteli", because since the beginning of this year, the Budva company "Montenegro assets management" has been registered in the cadastral records. It is a daughter company "Uniprom hotels".

Pejović developed his tourism business in Budva by buying a hotel, about a hundred meters away from the one-story house on the promenade, in the reconstruction and extension of which he invested 20 million euros a decade ago and which was named "Budva".
