During the next 11 months, according to the Government's decision, the development and additions to the Detailed Urban Plan (DUP) for Center Kolašin should be completed, which was done back in 2008 and has long since been surpassed, but the announcement of the new development caused the concern of ecologists and some residents of Kolašin. , how the sensitive area of the center of Kolašin will be treated during the period of hyperconstruction.
In the program task, which was adopted by the Government last week together with the decision to revise the DUP, it is stated that the goal is "to create a quality space in terms of ambient, functional and architectural terms, as well as to create planning assumptions for the realization of the planned contents".
At the same time, it was assessed that the valid DUP has not been fully implemented so far.
"The planned protection and reconstruction of old buildings with characteristic city architecture was not realized, due to the lack of interest of private owners in the protection of valuable architectural fabric and the inability of the Municipality to buy and reconstruct. One of the basic planning goals that was also not achieved was the raising of the level of urbanity (building along the street, street blocks, squares, underground garages, "clearing the interior of the blocks)", it is written in the program task.
In the next planning document, it was suggested, the emphasis should be placed on the reconstruction of architecturally valuable buildings and the construction of buildings of public interest. Special attention to changes and additions to the DUP Center, among other things, should be devoted to the arrangement of public areas, including the main street and parks.
The valid DUP Center was adopted a decade and a half ago. The relevant ministry and the local Secretariat for Spatial Planning did not respond to "Vijesta" as to whether and, if so, when the decision on the validity of that document was made. Several times until now, the profession, as well as representatives of the local legislative authority from the time of the adoption of that planning document, have pointed out, as they claim, the problematic way in which it was adopted.
From the "Green Kolašina" Initiative, they say that they are worried about "how the sensitive space in the city center will be treated during the period of drafting amendments to the DUP".
"In the Decision on the creation of the currently valid DUP for the Center for Kolašin from 2008, there was also Article 7, which reads: "Any construction in the area covered by the plan is prohibited until the adoption of the same, and no longer than 12 months from the date of adoption of this Decision." Considering the situation with the construction in Kolašin, and the obsolescence of the currently valid plan, we are of the opinion that this article should find its place in this decision as well. We are concerned about how the sensitive area in the center of Kolašin will be treated during the drafting of amendments and additions to the DUP, given that the adoption of such an urban plan is a very complex and long process", said the Initiative.
From that initiative, they remind that the drafting and adoption of the PUP has been waiting for a long time. They claim that "even if the new plan were to be adopted in 11 months, it is a very long period during which the environment of Kolašin, if this kind of construction continues, could be irreversibly damaged and destroyed".
At the last session of the Council of Ministers, the councilors of the ruling majority were restrained about the conclusion by which the councilor of the Movement together we are building Kolašin Bojan Zekovic proposed that the Ministry of Ecology, Spatial Planning and Urbanism and the Government be invited to shorten the deadline for changes and additions to the DUP Center from 11 to six months. The conclusion requested that all construction, except for public infrastructure, be prohibited for half a year in the area covered by that planning document.
The DUP Center, as claimed by Zeković, is not only not aligned, but is directly opposed to the goals and principles of planning and construction defined by the Law on Spatial Planning and Building Construction. According to him, instead of protecting the space, that document "gives guidelines for its destruction, and it is crucially important that the existing provisions be repealed until the amendments are made".
The local parliament, two days ago, adopted a decision that significantly increased fees for communal equipment of construction land. In this way, the executive authorities believe, they will succeed, among other things, in protecting the space in the city center from uncontrolled construction.
