They also added that all members of the Protection Service signed declarations about voluntarily going on a rescue mission, that the Embassy of Turkey provided accommodation and plane tickets, and the Capital City provided food, personal hygiene products, additional insurance for team members and unhindered access to the Internet during their stay in Turkey. .
The commander of the Protection Service, Goran Janković, said that as a team that provided assistance to Turkey following the devastating earthquake, the only motive for leaving was to provide assistance and save lives.
"There was no other basis nor will there be in the future when it comes to events like this," he said.
According to the document that "Vijesti" had access to, on February 20, Janković issued a decision on the payment of a variable part of the salary in the amount of 356 euros each for 18 firefighters-rescuers who were sent to Turkey as support after the earthquake in that country. He also went to Turkey, but the commander of the Podgorica Protection Service did not make a decision on the payment of the variable for himself.
For 18 firefighters, the total amount that should have been paid is 6.408 euros.

Referring to the same Decision, he stated that the variable part of the salary for a particular month is 50 percent of the average net salary in Montenegro in the previous year, according to Monstat data, and that the variable part of the salary can be paid quarterly or semi-annually. According to Monstat data, Janković states, the average net salary last year was 712, so 50 percent of that is 356 euros.

"On February 20, 2023, the commander of the Protection Service issued 18 decisions on the payment of the variable part of the salary, on the occasion of the rescue operations in Turkey, which became enforceable on February 21, waiving the right to appeal of the employees from the provisions of this decision. "Since the decisions in question were made on February 20, and since on February 28 the mayor did not approve the payment of the variable part of the salary in connection with the rescue operations in Turkey, the decisions in question are annulled," said Janković.
Referring to the Law on Administrative Procedure, explaining the new decision, he stated, among other things, that the decision must be annulled if "it was made by an incompetent public law authority or one public law authority without the consent, confirmation or approval of another...".
"As the Protection and Rescue Service passed the decisions in question without the consent, that is, the approval of the mayor, the conditions for canceling the executive decisions have been met," says Janković's explanation.
On February 17, after the return of the Podgorica rescuers from Turkey, Vuković organized a reception.
"In this way, we wanted to thank them for the fact that in this difficult situation and during the past four years and since the existence of the Protection and Rescue Service, they have always been the pride of Podgorica and Montenegro," he said then.
