They invested in benches and baskets, the terminal was neglected

Last year, the public company for the management of marine resources in the territory of the Municipality of Tivat realized investments of just over 220.000 euros, although the planned investments of that company for 2022, according to the Plan for the use of resources of JP Morsko dobro adopted by the Government, were 1.061.917 euros.

This is shown by the Report on the state of the municipality's spatial arrangement for 2022, in which the JPMD also had the opportunity to submit a report on its investments in the most valuable area of ​​the municipality that it manages - the sea coast.

In that document, Morsko dobro listed as its "most significant pre-season investment activities" in Tivat "rehabilitation of the manhole between swimming areas 5C and 5D, shoring, reinforcement, concreting, making AB cover for the manhole dim 1*1*0,7m, trimming, laying pipes , procurement and placement of channel stone (value of works 1.452 euros including VAT), rehabilitation of the promenade on Seljanova, includes filling of caverns (holes) in the body of coastal buildings with stone and spar concrete with completed MB30 concrete processing (value of works 363 euros including VAT) om), installation of stainless steel scales (value of works 1.694 euros with VAT)".

The total value of all last year's rehabilitation works on the coast of Tivat, carried out by a state-owned company, was 3.509 euros including VAT, but it increases significantly if the work on the removal of the existing Info Point facility in the "Tivatska Solila" nature reserve is added to it. JPMD spent another 3.508,54 euros including VAT.

Last year, Morsko dobro expressed its concern for the communal arrangement of the space entrusted to them for management by placing a total of "10 benches - Type A and 10 trash cans" at locations in Veriga, Donja Lastva, Opatovo, Župa, Kalardovo, Ostrva tjevreje and in Krašići. . "The total value of the performed works including VAT amounts to 5.989,50 euros", the Maritime Ministry stated in the Report. Last year, Morsko dobro also carried out three smaller investments in the rehabilitation of pontoons and coastal walls in Mrčevac and Krašići, which came under the item "reconstruction of coastal infrastructure facilities of public interest", and all together it cost the state-owned company from Budva another 20.202,77 euros. with VAT.

The JPMD did not answer the questions of "Vijesti" to explain the company's small investments last year in the coast of Tivat - a city from which the JPMD annually receives an average of over 750.000 euros from tenants of marine property, nor to explain how it could happen that none of them were realized from the investments that the company announced for Tivat in its Plan for the use of JPMD funds for 2022.

Excluding the usual investments in painting woodwork, replacing rotten planks on bridges, buffering footpaths and installing info boards in the "Solila" nature reserve (total value 9.271 euros including VAT), last year Morsko dobro had the largest investment in the territory of Tivat through extraordinary the expenditure of its Service for arrangement and construction on the arrangement of a temporary facility, the so-called of the water terminal of Tivat airport in Kalardovo. This work was well done by JP Morsko according to the Government's decision, bypassing the legal procedure and without any support in valid spatial planning documentation, so it is in an area where such a facility cannot be located because it violates the so-called departure and approach planes for planes that take off and land from runway 14/32 of Tivat Airport and where such a facility has a negative impact on air traffic, made an improvised facility that cost a total of 172.472 euros including VAT.

Although this illegal temporary facility, which did not receive the approval of the Civil Aviation Agency to operate at that location, was opened last year with great fanfare and the presence of Prime Minister Dritan Abazović and ministers, the so-called water terminal, which is still managed by Morsko dobro, proved itself in the first season of its operation rather unsuccessful because it did not attract a large number of passengers who would use that facility for transfer to and from the airport by water - speedboats. Immediately after the end of the main summer season, the facility was closed and has been deteriorating for months without any supervision. Part of the expensively paid urban furniture has already been destroyed or broken, most of the planted plants have withered or grown into weeds, piles of garbage can be seen all over the "water terminal", and the access wooden ramp to the floating dock mule is broken.

Interestingly, in the meantime, someone knocked down the old sign of the danger of staying in the so-called to the "jet blast" zone, which covers a large part of the surface of the abandoned "water terminal" at the Blato location.

Even after four days, Morski Dobr did not answer the questions of "Vijesti", which is why that company allowed the so-called of the water terminal, in which they invested over 172.000 euros last year, is in the meantime neglected and devastated like this, and whether and when the terminal will start operating again in this tourist season. There was no answer to the question of whether the Morsko well tore down the sign warning against the danger of jet blasts in the area of ​​the so-called water terminal, as well as to the questions of how many passengers passed through this facility last year, i.e. how many vessels docked at it, and how much money Morsko earned from the companies that used the facilities of the so-called of the Tivat Airport water terminal for the transfer of its passengers and tourists.

They don't let Tivat manage a part of their sea

Although the administration of Tivat mayor Željko Komnenović (NP) announced as one of its priorities taking over management and bringing order to the long-standing chaos that reigns in the summer with the anchoring of ships and yachts in the Tivat Bay, last year the Municipality encountered closed doors in Morski Dobr for such an initiative. . Namely, in the Report on Spatial Planning, it is written that last year "continuous communication was carried out with the representatives of JPMD in order to determine the location for the anchorage on the buoys and obtain the necessary approvals for the same".

"This resulted in the determination of a favorable location for anchoring vessels north of the island of Sveti Marko with a total area of ​​260.100 square meters. The mentioned location received approval from the Civil Aviation Agency, the Maritime Safety and Port Management Administration, while an opinion was received from the Environmental Protection Agency indicating the necessity of carrying out an environmental impact assessment. In order to exercise the public interest and protect the environment, a request was sent to the Government and JPMD for the assignment of the mentioned location to the Municipality without compensation in the first five years, and with compensation determined as a percentage of the realized profit in the following five years. The official response of the Government did not arrive until the JPMD expressed its willingness to comply with the request," the document reads.

Morski Dobr did not respond to "Vijesta"'s request to explain why they were not ready to cede management of the anchorage north of Saint Mark to the city of Tivat, even though they themselves have not been able to regulate and charge for the anchoring of vessels at that place for years.
