Although the Agency for the Prevention of Corruption (ASK) is constantly expanding the circle of public officials, and even members of school boards are obliged to submit reports on assets and income, those who for years had perhaps the highest incomes for their duties escape the controls of this institution.
Former ambassador in Pristina Ferhat Dinoša, according to the ASK website, has not submitted a single report on income and assets since 2015. In 2016, he was appointed ambassador to Pristina, and by force of law, he was recalled from that position in 2021 due to his retirement. There are no published annual reports of Dinoša on the ASK website, but neither are there any reports that are submitted within 30 days and two years after the termination of office.
Among the former diplomats who violate the Law on Prevention of Corruption are: Miodrag Vlahović i Vera Kulis, and ASK claim that they and Dinoša have initiated proceedings against them.
"The Agency for the Prevention of Corruption submitted requests to initiate misdemeanor proceedings against former public officials Ferhat Dinoša, Vera Kuliš and Miodrag Vlahović, for violating the provisions of the Law on the Prevention of Corruption, which refer to the obligation to submit reports on income and assets upon termination of office," they replied. from ASK "Vijesti".
There is no information on the Agency's website about the proceedings against those officials before the KAS.
The former ambassador to the Holy See, Miodrag Vlahović, was recalled from that position at the beginning of 2021.
30 days after the termination of his office, he submitted a report on income and assets, in which it is written that his monthly earnings as an ambassador amounted to 4.300 euros.
In the property register, he stated, among other things, that he is the owner of the company Mconsult, which has been inactive since its foundation, but also that he has a debt of 575.000 euros from 2007, which arose due to the purchase of land in Bijela.
The ASK website is missing two annual reports on income and assets, for 2021 and last year, which it is obliged to submit upon termination of office.
KAS announced in November 2019, but also a year earlier, that Vlahović violated the provisions of the Law on Prevention of Corruption. Three and a half years ago, this institution said that the former ambassador had not submitted a single form of income and property report to that authority since the day of his appointment to public office.
Vlahović was then also fined by the Ministry of Foreign Affairs because in the disciplinary procedure it was established that he had committed a breach of official duty. His salary of 4.300 euros was reduced by 20 percent during three months.
The former ambassador to Germany, Vera Kuliš, last reported her assets and income three years ago, in the regular report for 2019. She, like Vlahović, was recalled from that position at the beginning of 2021, and the ASK website is missing a report on income and assets within 30 days after the termination of the position and two more annual reports.
According to the latest report, she earned 2019 euros per month as an ambassador in 4.112. In the property register, she stated that she earns an additional 2.300 euros per month from the rent, as well as that she owns an apartment of 128 square meters and a house of 215 square meters. She also reported works of art worth 6.000 euros, a 2019 Mercedes GLC car and 44.165 euros in a bank account to the agency.
Former ambassador to Spain Aleksandar Erakovic he submitted a report in 2021 within 30 days after the termination of his office. However, there are no regular annual reports on the ASK website that he was obliged to submit to that institution as a public official. He escaped the control of KAS, because they did not initiate proceedings against him within the legal term.
"The agency did not file a request to initiate misdemeanor proceedings against former public official Aleksandar Eraković, because at the time of data control, the legal deadline of 60 days for filing a request had expired," they replied to "Vijesta".
According to the last property record, Eraković earned 4.159 euros per month. He reported that he earns 500 euros a month based on copyrights and that he has two cash loans of 30.000 and 40.000 euros, which he pays back in monthly installments of 510 and 40 euros each.
There are no published property records of the former ambassador in Washington on the ASK website Nebojša Kaluđerović, who was dismissed from public office two years ago.
In the last published report, from three years ago, Kaluđerović stated that during 2019 he received a monthly salary of 4.195 euros. He reported that he owns half of two two-room apartments, a car from 1996, and that he has 5.000 in cash and 20.000 euros in a current account. In the property register, it is also written that he has a housing loan from 2006 in the amount of 30.000 euros, which he pays back in monthly installments of 275 euros.
On the other hand, in the fall, KAS also obliged members of school boards to report their assets and income as public officials, even though they do not make decisions and do not receive compensation for their work in the bodies. This is why the school boards are in a truncated composition, because they lack representatives appointed by the Ministry of Education because prominent members of local communities do not want to create additional obligations for themselves.
According to the interpretation of KAS, elected representatives of non-governmental organizations in working groups and other working bodies formed by the Government should submit reports on income and assets.
