The Deputy Prime Minister and Minister of Agriculture, Forestry and Water Management Vladimir Joković announced that there are no illegal actions in the process of awarding greenhouses, and that he is calling on the prosecution and all competent institutions to review the tender procedure.
He announced this on the occasion of writing for "Vijesti", that is, that the Agency for the Prevention of Corruption does not rule out the possibility of sending documentation to the Prosecutor's Office in the event that illegalities are established in Joković's actions.
From that institution, they confirmed to "Vijesta" that a procedure was initiated in connection with the public procurement and distribution of greenhouses of that government department, to which the company of Joković's cousin contacted and got the job.
"The Ministry of Agriculture, Forestry and Water Management followed all the procedures and rules in the public procurement procedure in accordance with the Law on Public Procurement, which in any case excludes the possibility of a conflict of interest," Joković's response, sent by the Ministry of Agriculture, Forestry and Water Management, states .
Joković pointed out that the tenders were public and repeated several times.
"The award of the contract was carried out in an open and restrictive procedure, where I was not a member of the tender committee that decided on the offer of "Zeleni vrtoti" doo, nor did I in any way influence the work of the committee, which is independent, where I was responsible for the selection and ranking he found out about the tender commission only after the decision was made and the contract was signed," he pointed out.
Joković added that "the Ministry of Agriculture, Forestry and Water Management in the mandate of the 42nd Government headed by Minister Aleksandar Stijović made a decision to purchase greenhouses at the expense of the budget of Montenegro".
"In the first tender, there were no submitted applications, while in the second tender, the offer of one company was submitted, and the offer was assessed as incomplete by an independent commission," Joković stressed.
As he says, only one application was submitted in the third tender, which was accepted and assessed as correct by an independent commission.
"The bidder in question is "Zeleni Vrtovi" doo. The company was chosen after the tender was announced for the third time, as the only and correct offer in accordance with the tender documentation," claims Joković.
He emphasizes that if anyone applied for the first or second tender, they would not make it to the third.
"Also, if someone came forward with an offer one euro lower than the offer given by the bidder "Zeleni vrtoti" doo, that company would have won the aforementioned tender," Joković emphasized.
He notes that all interested business entities are equally enabled to submit an application, and in that sense, the qualifications would be equally recognized, in the event that all entities fulfill them.
He also adds that there is a public procurement service within the Ministry, and that an independent commission was formed during the procedure to monitor the entire course of tender implementation.
"The Ministry will carefully consider every remark of farmers and take appropriate measures if it is determined that there is any problem with the quality of the delivered greenhouses," concluded Joković.
