The company "Lovćen film" called on the Municipality of Budva to proceed with the handover of the space and equipment of the "Cadmus cineplex" cinema in TQ Plaza as soon as possible, because, as they stated, although it was expected that an agreement had been reached two months ago to get out of the crisis, from the local nothing was done by the administration.
The letter that "Vijesti" had access to was addressed to the President of the Municipal Assembly Nikola Jovanovic.
"We are forced to call you once again for the aforementioned handover. It is an emergency due to the extreme deterioration of the equipment, which will continue in case of negligence towards it. We are aware of the situation in which the Municipality of Budva is currently located, but any further delay only increases our costs that we have due to keeping the items of handover, which becomes an untenable situation for us," they say from "Lovćen filma".
The company closed the cinema at the beginning of February, because no agreement was reached between the two parties. At the beginning of March, a meeting was organized, which was chaired by the President of the Municipality Milo Bozovic and at that time an agreement was practically reached that "Lovćen Film" would continue to manage the cinema, but under the conditions that the local administration put on the table, which was accepted by the other side. However, nothing has been arranged since then.
In the meantime, the local administration is blocked by the detention of Božović, who has been in the Spuška cell for a month and is the only one who can approve the deal, which is questionable under these circumstances.
"We have to point out that on your initiative we organized the meeting on March 7 this year. At that meeting, we accepted all the proposals and suggestions of the Municipality. In this sense, we can clearly state that we have agreed on steps to get out of this situation and, again at your suggestion, it has been agreed that you will notify us of further steps in terms of reaching an agreement. Several representatives of the Municipality took minutes at the meeting. However, until today we have not been informed about the taking of any steps by the Municipality regarding the realization of the agreed, which only represents the continuation of avoiding the fulfillment of any obligations by the Municipality", warn from "Lovćen film".
They stated that they are asking the Municipality to inform them as soon as possible when they can access the cinema area for its handover.
"Or, if you stick to your own proposals from the meeting of March 7, we ask you to immediately and without delay, start the procedure that you proposed then and which, due to the very difficult situation in which the entire project is, has been accepted in principle by us . Otherwise, we will be forced to take steps to deposit the keys with the competent authority," the letter concludes.
At the meeting, it was then agreed that the two parties should conclude all disputes they have. Also, the representatives of the Municipality and "Lovćen film" then agreed that, except in one dispute, each party would bear court costs. As the third item of the agreement, "Lovćen film" renounced to initiate disputes against the Municipality of Budva in the future. The fourth item of the agreement was that "Lovćen film" returns all business premises, terraces in TQ Plaza that have not been put into operation to the Municipality, which it will use in the future.
This agreement also accepted the request of the Municipality, which insists on discounting prices for children and young people at certain times, especially on weekends, and introducing a greater number of free screenings. Also, the Municipality insisted that dates be set during working days when ticket prices for movie screenings will be 20 to 30 percent lower, which was accepted. Also, the Municipality's request to harmonize the socially beneficial program for citizens with the Secretariat for Social Activities was accepted. The increase in the subsidy, which is linked to the increase in wages, has also been abolished, and a more favorable model is being negotiated.
Years of friction between the local administration and "Lovćen Filma" culminated on February 2, when that company, after eight years of management, closed the cinema and sent 15 workers to the labor bureau.
And while it seemed that these two parties could not find a common language, because in the past years they conducted several mutual court proceedings, filed criminal charges, but also made forced collections, at the beginning of March the agreement was almost reached. In 2014, the municipality and the "Budva Cineplex" consortium, which consisted of the companies "Lovćen film" and "Art vista", concluded a basic contract, which stipulated that the local government annually subsidizes free socially useful programs with 199.000 euros.
