Detained President of the Municipality of Budva Milo Bozovic in the cell of the Spu Investigation Prison, in addition to the pay slips with which he enabled the payment of wages for a thousand workers, he also signed seven contracts of the local administration with the companies that were ranked first in the tenders, thereby facilitating the realization of the investment cycle, as well as the preparation of the necessary technical documentation, for which he will to be paid from the city's coffers a little less than 420 thousand euros.
This is written in the contracts that "Vijesti" had access to, which were concluded on May 11, two days before the High Court, the same one that allowed official documents to be brought into the Spuška prison, will extend the detention of the first man of Budva for another in two months.
Božović signed the contract by which the Municipality entrusted the Podgorica company "Put inženjering" with the preparation of technical documentation for the construction of the S33-33 and S34-34 vehicular and pedestrian roads in the scope of the Detailed Urban Plan (DUP) "Budva Center". The value of the contract is 16.758 euros.
Božović concluded a contract with the same company regarding the technical design of solutions for the construction of the road-pedestrian road S26 with accompanying installations in the Kamenovo settlement. The value of that contract is 17.908 euros.
The detained mayor put the third signature on the contract with the company "Geotechnics projekt & consulting" from Podgorica, which was hired for the technical design of the S 5-5 car-pedestrian solution in the scope of DUP "Budva centar", and the value of the contract is 16.335 euros. Božović entrusted the same company, which was ranked first in the previously held tender, with the technical design of the conceptual solution for the construction of the S 3-3 street, also in the scope of the DUP "Budva centar" and the construction of a carriageway with accompanying installations above the Grđevica river bed. The value of that contract is 37.510 euros. The same company, as written in the fifth signed contract, will design the construction of the S52 carriageway with accompanying installations in the Kamenovo settlement, close to St. Stefan, for which 16.335 euros will be paid from the city treasury.
Among the official documents signed by Božović and delivered to him by the city administration is a contract with the bidder, the company "Refena" from Podgorica, which won the job for the reconstruction of the Day Center for Children and Youth with Developmental Disabilities "Biseri" Budva. The total value of the works is 63.205 euros.
The last contract that was signed was that of the local administration and the Podgorica company "Centroslavija", which was entrusted with the work on the modernization and equipping of sports and recreational infrastructure in educational institutions in the territory of the municipality of Budva. The value of those works, as written in the contract, is 249.865 euros.
After Božović was arrested on April 13 by order of the Special State Prosecutor's Office, due to suspicions that he is part of a criminal group responsible for smuggling cocaine, which his defense rejects, the local administration first found itself blocked. For the first time in several years, the workers' wages were delayed, because there was no one to sign the pay slips, since Božović did not appoint vice-presidents. After the city administration sent a request to the High Court to allow Božović to sign official documents, and the court approved it, the salaries were paid.
That Božović will remain at the head of Budva and practically sign all important documents in that way in the future was confirmed by the head of the parliament at the last parliamentary session held on Monday. Nikola Jovanovic, who asserted that "to this day, there are no legal obstacles for the Municipality of Budva, the executive power and the legislative chamber not to be fully functional".
Jovanović said this after being the leader of the Budva DPS Milan Tičić called on everyone to resolve the current situation as soon as possible, bearing in mind that Božović's detention was extended for two months.
Jovanović said that the Municipality of Budva has its elected president and that is Milo Božović, who was legally and legitimately elected.
"We don't need your help, we will continue to function within these frameworks, as the citizens trusted us on October 23. We were very clear at the last session of the Assembly Municipality when we voted on the decision to protect the interests of the citizens of Budva and exercise the right to local self-government. Municipal President Milo Božović received record support in the previous local elections. It is the electoral will that decides who will be the President of the Municipality and there is no other reason why it should not be, especially if we consider the fact that the High Court approved the signing of official documents. This is how the executive branch works, we saw that all employees received their salaries, as well as public companies. The President of the Municipality will continue to sign official documents, and therefore to be the proposer of acts on which this Assembly will decide in the coming period as well", said Jovanović.
"As for the time frame in which this is possible, given this situation, it is possible until the next election. There is no legal restriction for it not to be so, and of course the events that follow will determine the further functioning of the Municipality of Budva", he pointed out.
URA: Božović to resign
The Budva board of the URA came to the conclusion that, based on the latest information from the media, and with full respect for the presumption of innocence, it would be fundamentally responsible towards the citizens, development projects, efficient and rational functioning of the municipal administration, and especially because of the reputation of the municipality, which pleads to be the capital of culture , that the current president of the municipality, Milo Božović, resigns.
"DF, which currently has an absolute majority of councilors in the local parliament, should as soon as possible propose a new candidate for the president of the municipality, who will be able to carry out his presidential duties unhindered and, in cooperation with the economy, administration, cultural and sports workers, continue to works on the development of the community and realization of the general interests of the population. The municipal board of the URA will give full support to such a responsible attitude towards the current political moment", the URA stated.
