The "Green Kolašin" initiative has started collecting signatures of support for repealing the current Detailed Urban Plan (DUP) "Centar".
From that initiative, they remind that amendments and additions to the DUP "Centar" are in progress, so, as they claim, "it is the right moment to stop and re-examine what the citizens of Kolašin want both as individuals and as a community".
"We believe that the authorities will listen to the citizens who trusted them to manage our city at a time when every urban decision is of critical importance for the future quality of life of the community and the financial stability of the city and its citizens... If you agree that Kolašin should a short respite and an opportunity to find a better solution without cranes overhead, support the initiative and sign the petition to repeal the current DUP 'Centar'", it says in the explanation of the initiative to repeal the planning document.
The Initiative explains that by putting the DUP out of power, "Kolašin would get a chance to continue development in accordance with the new plan, which would have to be of better quality than the existing one and be guided by the values of sustainable spatial development and quality of life."
This, they claim, would "prevent further issuing of construction permits according to the existing plan and give time to design a DUP that would support the sustainable development of the city." They also claim that this would not affect the completion of the started construction.
"The started construction would be continued in accordance with the issued urban planning and technical conditions (UTU) based on the already acquired rights of owners and investors. Therefore, putting the current DUP out of force would not imply pausing the started construction and unfinished construction sites around the city. Dismantling the DUP would give us time to strategically think about the future directions of our city's development and to influence how the center of Kolašin will develop in the future through more active interest, participation in public debates and concrete proposals", explain from "Zeleni Kolašin" .
They also say that the invalidation of the planning document, which refers to the city center, is an opportunity for the community to get involved in the planning and decision-making process, but also to define sustainable and fair directions for the further development of Kolašin.
The poll, which was recently conducted by that Initiative, showed that close to 57 percent of respondents believe that the environment of Kolašin has already been damaged by excessive construction. A third of those surveyed are of the opinion that "the environment has not yet been damaged, but it could be if the current construction trend continues".
The current DUP "Centar" was drawn up a decade and a half ago, and in mid-March the Government made a decision to make changes and additions to that planning document.
