According to the lawsuit, three years after Vektra Montenegro bought the property from the bankrupt Građevinar Pljevlja company, the Ministry of Economy concluded a contract on the exploitation of technical-building stone with that company, which was also signed by Vektra.

According to the contract, as claimed by that company, it is stipulated that upon payment of the purchase price for the property of "Građevinar" and the conclusion of bankruptcy, all rights and obligations related to the concession will be transferred to "Vektra Montenegro".
