The company "Magnum Development", which is building a hotel in the very center of Kolašin, moved the fence of the construction site and thereby freed several tens of meters of the former sidewalk, on one side of Mirko Vešovića Street.
That part of the street, which "Vijesti" wrote about a few months ago, was fenced off within the plot where the work began.
As the Communal Police said earlier, it turned out that the sidewalk, as well as several trees next to it, is part of the urban plot that the investor bought for the construction of a hotel.
Because of this, allegedly, the authorities were powerless to react, so the area, which was considered public for decades, ended up behind the fence of the construction site.
"For the purposes of building a hotel across the road from the Municipality, a construction fence (mesh) was placed within the boundaries of the investor's plot, based on surveyor's measurements. They took out the blocks from part of the sidewalk and put them on the side so as not to damage them. The trees, which are within the construction fence, also belong to the plot, which means that it is theirs. We acted in the case of blocks from the sidewalk, it remains for them to be moved to the city garage in cooperation with the Municipal Corporation", the Municipal Police told "Vijesta".
In some other cases of construction, unfortunately, they did not act similarly, so the areas intended for pedestrians became part of the plots on which construction is being done, and construction fences were placed along the roadway.
According to the experts, even before the wave of hyperconstruction, Kolašin was full of pedestrian infrastructure. In the local Urban Mobility Plan, it was stated that the pedestrian infrastructure does not follow the needs of citizens.
In that document, it is stated that on many streets the pedestrian surfaces are worn out or cracked. Also, as he writes, due to the lack of sidewalks farther from the center, "pedestrians are often physically unprotected from vehicular traffic."
"Sidewalks built decades ago in the very center of the city are usually separated from the roadway by channels for the drainage of atmospheric sewage. This represents a big barrier for pedestrians when crossing the street, and especially for the most vulnerable - people with disabilities, people with reduced mobility, the elderly and parents with children. The infrastructure in the majority of places is not adapted to people with disabilities and people with reduced mobility," the Plan states.
In that document, it is also written that "the previous way of planning traffic in Kolašin was aimed at solving current needs and problems", and that, when implementing infrastructure projects, "the main effort is to meet the needs of car traffic, while the needs of pedestrians and cyclists are observed as secondary".
