Boats and equipment were returned to the poachers who were caught by the supervisors on Lake Skadar by the order of the inspector for agriculture and fisheries Dragana Kandić Perović, so that the foreman, a relative of one of them, would not block her sewer with a rag. This is confirmed by the recording of the telephone conversation that Kandić Perović had with the now former supervisor, in which she asked him to release "the two that he caught with the others".
The Ministry of Agriculture, Forestry and Water Management, however, replied to the "News" that they do not have information about this, but that they will react if it is determined that there has been an abuse or abuse of official position.
The email sent to the Ministry, with the indication that the answers of Inspector Kandić Perović are needed, has not been answered since May 15.
She told "Vijesti" on Saturday that she had never seen the questions. After the conversation, the journalist sent her questions, Kandić Perović promised to answer, but she did not do so until last night.
"Vijesti" received a recording of a conversation conducted at the end of May 2019, during the fishing ban on Lake Skadar, in which the inspector is heard asking the supervisor to return the equipment to the poachers.
After he answered her phone call, the inspector tells him that he is "in trouble", and then explains what kind of trouble he is in.
"These two that you caught with a fish, without a fish, the other night... I received so many interventions for them, and it turned out that the handyman who works at my house is his aunt's brother... This one (name known to the newsroom)", says the inspector to the supervisor.
After the supervisor's answer that he does not know who that person is, Kandić Perović explains that it is the man who is renovating her bathroom, and then asks him to let the poachers pass without punishment, and that she order them to take out their permits.
"He's renovating my bathroom... Well, I don't know, it's my life. "Can I write them a notice that if they are caught with the others next time, I will punish them for all three violations," she asks the supervisor.
He answers her: "My dear, I don't interfere in your business".
After that, the inspector asks him: "Do you know how I feel"?
He gets the answer: "Do you know how I feel"?
List of relatives, rag in the sewer
"I never in my life... I am not this in my life, do you understand? And what do I need now, for him to throw a rag in the sewer, to plug it, oh my god, to entertain me if I punish his relative", can be heard on the recording, along with curses uttered by the inspector.
"What are they going to do to me then, if they are going to throw a rag at you? I kept my face under control, I did everything that concerned me. You know you are responsible for all of us. Do as you think you should. What should I do now", the supervisor answers her.
After her swearing, the supervisor, who tries to end the conversation, tells her to tell him what she did, explaining that he took them into custody even though he knows who they are:
"I don't know them that well, but I know who they are, so I took them into custody, so I don't know anything about them," he told her, but the inspector, who is also his boss, excused herself that she "got sick".
“This master, you know. Well, that's my aunt's brother, this, that. I said - listen, give me that list of who is your family and who is your relative and take care, I don't want to... yes... Why don't you keep that relationship with you, I said? And you are from Zeć, if they catch you, what will you do then", Kandić Perović recounts the conversation to the supervisor.
He tells her that he is in a meeting, trying to end the conversation again, but interrupts him by telling him what he is going to do:
"I do not know. Maybe I will instruct this person (name known to the editorial staff) to take out the permit, because it sounds nicer to you that you issued five hundred permits, than that I collected five hundred fines. It sounds better".
"And what are you going to do now? The permit is 400 euros, and his fine is 340," he says, and the inspector replies: "No, no, no, no. For sports and recreation, let him buy one hundred euros".
"To buy that permit and that's it," concludes the inspector, and after the supervisor tells her to inform him what to do for the refund, she explains to him to return the boat to the caught poacher as soon as he buys the permit.
"I hope because of that 'punishment' that he will never go out again," the employee of the Public Enterprise National Parks of Montenegro answers her, and the inspector adds that she thinks the same.
According to the knowledge of "Vijesti", she did as she told the supervisor in the conversation.
The Ministry will react if irregularities are found
"Vijesti" asked Minister Vladimir Joković if Kandić Perović ever called the officials of the Public Enterprise National Parks of Montenegro in order to influence them to release those caught in poaching without punishment and to return the confiscated funds, and if so, why, when and to whom she called.
"The Ministry of Agriculture, Forestry and Water Management does not have any information related to the questions raised, but what we can say in this regard is that Minister Vladimir Joković expressed his full support to all competent state bodies in the implementation of the powers and regulations established by law according to the established procedure. If it is determined that there has been a possible excess or abuse of official powers, the Ministry of Agriculture, Forestry and Water Management will react accordingly, with the aim of protecting the democratic values guaranteed by the Constitution of Montenegro", Joković's department replied to "Vijesta".
This is how they answered the question of whether they initiated any proceedings against Inspector Kandić Perović because of this, and if they did not, whether they would, if evidence was presented to them, file a report against her.
