Almost a thousand euros were paid for chocolates and sticks from the account of "Čistoća" from Podgorica in April alone, in two days, and that utility company often sold flower arrangements, so on March 15, one such company was paid 401,72 euros.
This, among other things, is shown by the analytical cards from the account "expenses of the national team" for the last four years, which "Vijesti" had access to.
The founder of that public company is Glavni grad, and it was managed by Andrija Čađenović (DPS) from February 2019 until recently.
In 2020, flower arrangements were paid from the "Čistoće" account at the end of July, then in the amount of 150 euros, then at the end of August almost 100, at the end of September another 150 euros, a month later another 100 euros, and in December almost 200 - a total of almost 700 euros.
A year later, records show, almost 3.000 euros were spent only on snacks, candies and chocolates, so at the end of January 2021, candy, almonds and hazelnuts were bought for about 230 euros, a month later 217 euros were paid for candies, ferrero, almonds. In March, sweets and kinder chocolates were paid for in the amount of 300 euros from the "Čistoće" account.
In June of the same year, nearly 400 euros were paid for "Milka" and Brazil nuts, and over 350 for "hazelnut, rafaelo, milka" in August. Brazil and cashew nuts, pistachios were also bought in the months after...
The same documentation shows that 10 to 20 euros are usually spent on "sandwiches for workers".
The documentation submitted to the editorial office also shows that "Čistoća" also paid for transportation services to Dubai, during the visit to the Expo Dubai 2020 event. At the end of January 2021, 434 euros were paid to the account of the "Grand" Tourist Agency. From the analytical cards from the account "per diem for official travel - abroad", it can be seen that two days earlier, almost 700 euros were paid for accommodation in Dubai, and at the end of February, another 570 euros were paid for the expenses of "Dubai participation in the Expo".
"Vijesti" yesterday and on several occasions in the past few days published a series of accusations by the new Board of Directors of "Čistoća" and its president Milan Vukadinović (Democrat) against the company's operations during Čađenović's mandate.
Among other things, that "Čistoća" paid out more than 380 euros in four years in the name of donations, sponsorships and aid, and that the former management ordered the employees to delete data on who the money was given to.
Vukadinović previously said that the executive director of "Čistoća" did not leave behind a full cash register and that the payment of the June salary to the employees is being questioned.
This was announced yesterday at the press conference, where Vukadinović was also present, and the data on suspected abuses, packed in three packages, was presented by Danilo Saranović (Democrats), deputy mayor Olivera Injac (Europe now).
Šaranović: We will hand over the documentation to SDT
The business of "Čistoća" during the mandate of Čađenović, they expect in the new city administration, will be the subject of the Special State Prosecutor's Office (SDT).
"We will send all the documentation to SDT, which we expect to undertake activities within their jurisdiction as soon as possible. It is our obligation to make the documentation available to the SDT, let them continue to undertake obligations under their jurisdiction... I am sure that the competent state institutions will not have a problem bringing to justice the persons responsible for committing illegalities in the shortest possible time," Saranović said yesterday.

Speaking about the payments of one-time aid and donations, which "Vijesti" wrote about yesterday, Šaranović said that payments in election years were a priority for Čađenović, "even in relation to the obligation to register machinery".
He said that they were most often carried out without valid documentation and without the signature of the person who allegedly submits a request for one-time assistance, in "direct violation of the Law on the Financing of Political Entities and Election Campaigns".
"The dates from the documentation confirm the rule that the level of these payments increases before the elections", said Šaranović and added that on the day of the parliamentary elections on August 30, 2020, a sandwich worth 500 euros was bought from the "Čistoće" cash desk.
According to the documentation that "Vijesti" has access to, on that day, 470,23 euros were paid for "juice, kulen, sudžuk, prosciutto".
New statement from the accounting department
"Vijesti" previously published the statement of the manager of the accounting department, Dragana Vasić, that the data on who is given donations, sponsorships and aid were deleted because it was requested verbally from 2021 by Čađenović and the then president of the Board of Directors (OD) Stanislava Martinović.
Yesterday Šaranović gave another statement to the journalists, in which Vasić claims to the new OD that for the last three years she had a problem, because the Company was operating at a loss, and the management did not allow a negative result to be shown.
"Since I didn't want to book something that, in my opinion, was not right with the accounting regulations, I asked the director for a document. In March 2021, the president of the OD, in cooperation with the auditors, requested that some orders that we posted be corrected, and she and the director gave that paper to Vojin Katnić to sign. The audit gave a negative opinion for that year, precisely because of these corrections, however, we never received that report," she states.
For the financial statements for 2021, she added, in March 2022, the management requested that the corresponding parts of the recycling yards managed by the Company in the amount of 785.024 euros be recorded as income.
"I had to act according to the order... As for the final account for 2022, it was ordered to transfer equipment from recycling yards worth 320.331,20 euros," she claims.
That the money was spent outside the household, as Šaranović said, is also shown by the data that the employees of "Čistocë" had to attend seminars at the Special Hospital for Thyroid Gland and Metabolic Diseases in Zlatibor...
Čađenović: It is not a violation if data is hidden
Čađenović previously did not answer "Vijesti"'s questions, but sent subsequent responses.
In response to yesterday's question from the "Vijesti" journalist, he sent a message stating: "I kindly ask you not to contact me again on any basis." Earn your royalties off someone else's back."
To the allegations of the new city administration, a response was received yesterday from the address of the DPS Public Relations Service, which, among other things, states that "Šaranović and Vukadinović continue to exert pressure and mobbing the employees of 'Čistoća'".
"I did not 'conceal' anything or 'order' something to be 'hidden and falsified'... If there was an iota of suspicion of illegal business during the time I was the executive director, neither the deputy mayor nor the president of the Board of Directors would have to file criminal charges against me," the response states.
Čađenović adds that there are "dozens of indisputable and convincing arguments, based on the law", that "Čistoća" is a successful company...
He said that "nothing illegal was done by not showing the personal data of the people who applied for help".
"So that Šaranović and others like him don't put them on the pole of shame, because it's hard enough for those people without publishing their names... It's obvious that they continue to pressure and mob the employees of 'Cistoća', including the head of accounting who signed a statement that does not correspond to the truth, which after all can only harm her", he stated.
Čađenović's mandate expired on June 13, and he responded to the offer to move to another job in "Čistoća" by requesting that he be paid severance pay in the amount of 24 net earnings, which is a little over 38,5 thousand, with the obligation that "Čistoća ” pay both taxes and contributions.
Šaranović said yesterday that Čađenović signed an annex to the contract with the then president of the Board of Directors at the end of July 2021 in order to provide himself with severance pay - after the end of his mandate.
