In Montenegro, a solution must be urgently found so that all subsequent tests of graduates and semi-graduates are in accordance with the law, regulations and ethical norms, it was assessed at the round table of the Union of Education (SPCG).
Today, the trade union organized a round table on the topic "External testing – how to proceed?".
As announced by SPCG, representatives of the Examination Center, the Institute of Education, the Center for Vocational Education, the former Minister of Education, academician Slobodan Backović, representatives of professional associations, the director of the NGO Parents' Association, as well as individual educators responded to the round table.
SPCG emphasized that no one from the Ministry of Education responded to the invitation.
"The aim of the Round Table was to present proposals and think about whether and in what way external testing of students should be organized in the future, that is, proposing specific measures and procedures by which each subsequent external graduation would objectively demonstrate the acquired knowledge of students," the announcement says.
It is stated that during the discussion, numerous problems were noticed and emphasized, which further degraded the educational system and the status of the educational worker in society.
"The general conclusion from the Round Table is that it is urgent to start finding a solution so that all subsequent testing of graduates and semi-graduates will be in accordance with the law, regulations and ethical norms, in order to restore confidence in the external testing process itself," they said. from SPCG.
The Union said that as an urgent measure, it was proposed that all competencies and responsibilities regarding external testing be returned to the Examination Center and that two test administrators be present in each classroom.
It was suggested, as stated, that test administrators should not be engaged in the institutions where they are employed, that all test evaluators, test administrators and test coordinators in schools should receive appropriate financial compensation.
The SPCG stated that it was proposed that the engagement contract stipulate the responsibility of all participants in the process of conducting the state matriculation examination and that the technical possibility of limiting the mobile signal at the time of taking the test be considered.
They added that it was also proposed that the Examination Center hire evaluators for individual subjects through a public call.
"The SPCG's position is that the competent evaluation committee will never again allow the test to be reviewed by those who were caught copying, and to be released to pass the exam," the statement said.
The SPCG said that they agree with the demands that the competent authorities urgently determine how the mathematics test for high school graduates was leaked to the public, and that those responsible be adequately sanctioned.
They called on the Ministry of Education to urgently start drafting new regulations in order to implement the proposed measures.
"If essential reforms regarding external testing of students are not approached, SPCG will call on educators not to participate in the process that will further degrade their reputation," the announcement states.
