Asphalt delivered, then covered with slag

The workers of the Komunalno "Lim" company, after patching the so-called potholes on the streets, delivered the remaining asphalt to the premises of the company on the coast of Lim, and then covered it with slag, which is why a criminal complaint was filed against that company.

One of the workers confirmed to "Vijesta" that the asphalt was delivered on June 20, a day later it was covered with slag, and the director of that company Muradif Grbović said that the asphalt is not hidden or stored there, but delivered, and that it is unusable for anything, including paving.

The case was reported to the police by the councilor of the Europe Now Movement Andrija Delic, who, as he claims, encountered resistance when trying to enter the circle of the company, after which the police intervened.

"Everything will have to be done according to the law," said Delic, reminding that, according to the law, he has the right to visit the company.

In the criminal report to the Department of Security, he stated that on July 4, he received photos of discarded asphalt from a friend, which show that there is asphalt next to a pile of slag and ash, which were taken on June 20.

"As I learned from the workers, about 5-6 tons of asphalt were delivered there, which was then, a day later, covered with slag and ash, in order to hide it," said Delić.

He explained that yesterday he visited a company founded by the Municipality, in order as a councilor, in accordance with Article 53 of the Rules of Procedure of the Assembly, to make sure on the spot whether the mentioned statements about the delivered asphalt were correct, but that he encountered resistance within the company management with whom he tried to communicate.

The inspection for economic crime soon came to the scene with a crime technician who visited the location to determine the current situation.

Delić pointed out that during the investigation, he noticed that the aforementioned pile of asphalt was not there, and that the police remained to determine whether it was in that place.

One of the workers, who asked to remain anonymous, confirmed to "Vijesta" that asphalt was discarded and covered up at that location, confirming Delic's words that that location is definitely not a place to dispose of asphalt. Delic said that such asphalt could also be used for filling rural roads.

Grbović said that Delić entered the premises belonging to that company without anyone's authorization.

"I asked him to leave the premises because he was filming illegally, but after he refused, I called the police, who explained to us after arriving that he had the right to be there by law," Grbović said.

He pointed out that there was no hiding of the asphalt, but that everything was done in accordance with the law and by order of the Secretariat for Housing and Communal Affairs and Traffic.

Grbović repeated what he stated in the notification collected from the citizen in OB BIjelo Polje, that on June 20, the workers of that company performed work on patching potholes in the city, after which about half a ton of asphalt remained, which cooled and petrified.

"That's why it was not possible to install it, and we, by order of the Sectariat for Housing and Communal Affairs, handed it over to the company. That asphalt is there because it can no longer be installed, and from there it will be taken to the landfill, because it is no longer for any use," Grbović said.

Answering the question whether the place is suitable for disposal and whether it is covered with slag, he said that slag was unloaded at that place, but not to cover up anything, and explained that the asphalt was not stored there but temporarily dug up.

Grbović said that there is video surveillance for everything and that he offered to exclude it to the police, and that it is not the first time that something like this has been done with unusable asphalt.

The Basic State Prosecutor's Office replied to "Vijesta" that the prosecutor on duty was informed about this case by the Police Administration.

"We have ordered the collection of information and the undertaking of other measures and actions in order to determine whether there are elements of a criminal offense or possibly a misdemeanor in the actions of a person," the ODT wrote in its response.
