In yesterday's reaction of the director of the Directorate for Inspection Affairs (UIP) Ana Vujošević to the initiative for her dismissal, which the Media Center submitted to the President of the Government of Montenegro Dritan Abazović, none of the claims about the inaction of this institution in the implementation of inspection supervision in the process of appointing the director of the Television of Montenegro were fundamentally denied. In response, Đurović says that the Media Center's allegations that the UIP was unable to establish a violation of the law during the appointment of TVCG director Marija Tomašević for 20 months are correct.
"This is also confirmed by yesterday's reaction of the UIP, in which it is announced that actions to establish easily verifiable facts about the blood relationship of a former public official (member of the State Election Commission Dražen Medjević) and Tomašević were only confirmed in May of this year. We remind you that the Media the center launched an initiative with the UIP in this case on September 3, 2021, which clearly confirms our finding that for 20 months the Administration headed by Ana Vujošević could not establish simple facts. Tomašević was illegally appointed to the position of director of TVCG because at the time of appointment was related to a public official, which the Law on RTCG expressly prohibits in paragraph 4 of article 51. At the time of her appointment, Dražen Medojević, the brother of Mrs. Tomašević, was a member of the SEC, that is, a public official.
In yesterday's reaction, the UIP through the media informs the public as well as the Media Center that on July 5 of this year it issued a decision ordering the RTCG to correct irregularities within 8 days. The director of the UIP intentionally "forgets" to announce that the Media Center has not received any notification about the procedure carried out and the decision submitted to the RTCG. We remind the director that according to Article 13 of the Law on Inspection Supervision, this institution is obliged to provide the initiator of the initiative, the Media Center, with data on the conducted procedure, which has not been done to date. In this procedure, which started on September 3, 2021, the Media Center submitted two urgent requests to the UIP to speed up the procedure, and due to the silence of the administration, two urgent requests to the competent second-level authority (ministries). Instead of the director accepting responsibility for the fact that for 20 months the institution she leads has not been able to establish a violation of the law in the process of appointing the TVCG director, she misleads the public by claiming that the Media Center is telling lies.
When the director had already decided to react to the initiative for her dismissal, she could also announce to the public that the inspection confirmed Media Center's claims that the procedure for appointing the TVCG director was illegal. We can understand that in certain situations the deadlines from the Law on Administrative Procedure are violated, but waiting 20 months for the completion of a simple procedure requires at least disciplinary responsibility for the acting inspector, but also the dismissal of the director of the Administration.
Part of yesterday's reaction of the UIP, which informs the public "that the Directorate for Inspection Affairs is not and will not be an address for personal calculations, directly or indirectly, whoever it is and whatever function it performs, and will not fulfill the wishes of populists, party crooks and of individuals who have been used against every regime so far", we attribute it to the extreme heat in Podgorica because that is the only way to explain the nonsense of what was said.
Director Vujošević is probably speaking to citizens whom she thinks do not use their brains to a significant extent, so she tries to cover up her inaction and the Media Center's pointing out the illegal actions of the general director of RTCG by drawing attention to alleged "personal relationships". Since its establishment in 2018, the media center has been engaged in, among other things, the work of RTCG. During our activity, we also filed a criminal complaint against the former general director Božidar Šundić for the damage caused to RTCG in the digitization process, and continuously pointed out all the illegal actions while RTCG controlled DPS. Unfortunately, the Media Center had to point out already in August 2021 that the election of the current general director of RTCG was illegal (which was recently confirmed by the High Court) as well as that the appointment of the director of TVCG was illegal (which was finally confirmed after 20 months UIP). Personal decisions in the position of general director are not important to us as long as they are legal and no previous general director of RTCG has caused any damage to anyone from the Media Center, so there is no basis for "personal relationships". The same nonsensical thesis about "personal relationships" could have been used by all the former RTCG directors whose work I daily criticized as a member of the RTCG Council (Branko Vojičić, Rade Vojvodić, Radojka Rutović). Whoever mentions "personal relationships" in public as an explanation for someone's criticism, citizens should know that there are some illegalities and a lack of arguments behind it.
The only "personal relationship" that exists in the operation of the Media Center is the relationship with RTCG and the professionalization of this institution, which must be freed from inappropriate party influence.
Since we believe that the Government of Dritan Abazović will not punish by dismissal the inaction of the UIP and the inappropriate duration of proceedings whose actors are public officials, we hope that among the first decisions of the new Government will be the dismissal of the director of the UIP, Ana Vujošević, concluded Đurović.
