lada established the Bill on Health Care which, as they said, will ensure better organization, connectivity and more efficient functioning of the health care system at all levels, through information linking.
The Government said that the subject of that law is the organization, implementation and provision of health care, the rights and duties of citizens in achieving health care, as well as social concern for the health of citizens.
As they added, the subject of the law are the rights and obligations of healthcare workers and associates, quality control of healthcare, as well as other issues of importance for the functioning of healthcare.
It is stated that a significant novelty introduced by that law is digital healthcare.
"The digitization of the health system will enable the use of mobile devices to collect general and clinical data about the patient, and transfer that data to health workers and patients," the statement said.
As it is added, digitization will enable remote monitoring of the patient's medical parameters, as well as the provision of remote health services in cases where the health worker and the patient or two health workers are not in the same location.
"Also, the provision of health services via telemedicine and the establishment of a communication infrastructure for the safe exchange of health information is a novelty," said the Government.
They explained that telemedicine includes remote monitoring of the patient's health condition, consultative health services, preventive activities in health care, diagnostic and therapeutic procedures based on data related to the patient's health condition available through information and communication technologies.
The Government said that a significant innovation is the provision of dental health services through the school dentist to children up to 18 years of age.
It is added that this service will be provided through health centers, that is, clinics that will be located in educational institutions according to territorial affiliation, so dental health care will be more accessible to children.
The Government said that the return of occupational medicine to the public sector is also a novelty.
"Occupational medicine is a very important link in the health care system. By returning that branch of medicine to the public sector, adequate health care for employees will be provided, as well as determination of work capacity in accordance with established standards," the announcement says.
The Government stated that occupational medicine specialists are a deficient staff in the health system of Montenegro.
The goal, as it is added, is that the proposed legal solution creates the conditions for granting specializations in that field according to the planned dynamics and thus provides the missing specialist staff in the field of occupational medicine and appropriate health services, especially when it comes to occupational diseases.
The Government said that the proposed legal solution is to limit the supplementary work of health workers and health associates, in such a way that it is allowed in a health institution founded by the state or a municipality and in one health institution founded by a legal entity or natural person.
According to them, the purpose of this legal solution is to only organize additional work, but not to abolish it.
"With such a legal solution, experience in more developed countries, where this type of work is regulated more restrictively, is valued," the announcement states.
As it is added, it is given the possibility that the healthcare worker and healthcare associate can choose in which sector they will earn additional income through additional work, in accordance with this law.
The Government said that one of the proposed innovations is the introduction of private practice into the healthcare system as a form of providing healthcare services.
"This means that a healthcare worker who is not employed, i.e. does not perform other independent activities or is a beneficiary of an old-age pension, can independently perform healthcare activities, register as an entrepreneur and provide healthcare services under the prescribed conditions," said the Government.
That law, as stated, recognizes the need to enable all business entities dealing with tourism services to provide health care services that include diagnostic and therapeutic procedures, health care, medical rehabilitation procedures and medical wellness tourism services.
"The basis for the adoption of a by-law that will elaborate this segment in more detail has been provided," the announcement states.
The Government said that the goal of that law is the coordinated action of the public and private sectors.
"And this means that all entities in the system perform health activities under equal conditions, that they can, if it is necessary for public health, to be part of a health network in which citizens receive services at the expense of mandatory health insurance, by concluding a contract on the provision of health services with the Fund for health insurance", says the statement.
As stated, one of the main goals is to make better use of existing capacities and expand health services provided to patients at the primary level of health care.
The Government said that the proposed solutions will bring significant benefits for all subjects in the health care system.
It is stated that health care will be more accessible, better organized, informationally connected at all levels, and territorially better connected, among other things, by transforming the general hospital in Berane into a clinical-hospital center and the general hospital in Kotor into a clinical-hospital center, which are recognized by the Decision about the network of health institutions.
"The Ministry of Health, with the proposed solutions, emphasizes the quality of the services provided and creates conditions for all subjects in the health system to be informationally connected and thus have access to the patient's health data in order to provide better health care," said the Government.
At the session, the government adopted the Information on the redirection of the remaining funds of Montenegro from the NATO Trust Fund for the National Army of Afghanistan.
It is stated that, considering that the projects that drew funds from the Fund were not completed to the end, or were planned but not started, it was agreed that the states should independently decide how to dispose of them.
Montenegro, as it is added, has 747 thousand USD in its account.
"It was decided that USD 500 will be diverted to the Comprehensive Aid Package for Ukraine, and USD 247 to the Initiative for Strengthening Defense and Security Capacities, whose projects also relate to the development of resilience and defense capabilities of Bosnia and Herzegovina," the statement said.
