Professor of the Spro-Croatian language and literature Zoran Boskovic he will most likely be appointed assistant director of the Agency for Personal Data Protection and Free Access to Information (AZLP).
Bošković's biography states that he taught in several Podgorica schools, was the director of the "Podgorica" Resource Center, while, according to unofficial information, he was an inspector in the Educational Inspection in recent years.
In the prepared decision, which "Vijesti" had access to, and which should be signed by the President of the Council of the Agency at the next session Željko Rutović, it is stated that five candidates applied for the public competition. In that document, it is stated that all five candidacies were submitted in a timely manner and that Bošković fulfills all the conditions stipulated by the competition, as well as that he submitted all the necessary evidence.
The decision states that he is a candidate Nikola Koćalo submitted only the CV, but not the other documentation, that the candidates Marija Vuksanovic i Nikola Bogavac have not passed the professional exam for work in a state body, while female candidates Sanja Madzhgalj she did not provide proof of computer skills.
"On August 4, 8, the Council of the Agency received a proposal for the appointment of an assistant director, which was sent by the Director of the Agency. At a specially scheduled session on the same day, after the procedure, the statements of all members of the council and additional inspection of the documentation, the council decided by majority vote to appoint Zoran Bošković as assistant director. The Council of the Agency concluded that the appointee has professional qualifications and many years of experience in the work that he performed professionally, professionally and responsibly, and the proposal for his appointment is adopted...", states the decision, which is ready for Rutović to sign.
In addition to him, the AZLP Council also consists of members Muhammad Gjokaj i Zoran Vujicic.
Yesterday, the Agency did not respond to the questions of "Vijesti" regarding the appointment of Bošković to the position of assistant director.
"Vijesti" asked, among other things, whether it was a conflict of interest that Rutović, as the president of the Council, decided on Bošković's candidacy, considering the fact that he wrote reviews for several books authored by the former educational inspector.
Rutović appears as a reviewer in Bošković's book "School and the Power of the Media" from 2021, but also in the book "Victors of Prejudice" from 2019.
According to the Statute, the director of the Agency concludes employment contracts with employees and decides on all rights and obligations from the employment relationship, and in connection with the employment relationship.
The Council of the Agency, on the proposal of the director, appoints an assistant, on the basis of a public competition, for a period of five years.
The assistant director, according to the Statute but also the Rulebook on the organization and systematization of workplaces, coordinates the work of the Department for Supervision in the field of personal data protection, the Department for cases and complaints in the field of personal data protection, the Department for free access to information and the Department for the Registry and Information System.
"The assistant director helps the director in his work. In the absence of the director, with his consent, manages the work of the Agency. Performs other duties as directed by the director. Coordinates the work of the Agency in the preparation of the annual report, performs tasks related to additional education, professional development, as well as training of the Agency's employees, proposes measures to improve the organization of work, coordinates the preparation of programs, work plans and reports on the work of internal organizational units and the creation of unified acts, organizes and coordinates activities related to the cooperation of the Agency and state bodies, international bodies and non-governmental organizations in the field of protection of human rights and freedoms, as well as other tasks at the behest of the Agency's Director and Council", the Rulebook states.
According to the public competition, published on the website of the Employment Agency, for the position of assistant director, a higher education in the field of natural sciences, social sciences or technical direction is necessary, as well as a passed professional exam and knowledge of computer work. Five years of work experience is expected, as well as a monthly salary of 1.100 euros.
