The citizens of Plužine cannot be completely satisfied with health care due to the impossibility of permanently engaging the necessary number of doctors, they pointed out from that municipality, while the Ministry of Health believes that the residents of that city have access to all the services provided by the primary level of health care.
The assistant director of the Nikšić Health Center Branka Orbović Papović told the MINA agency that there is currently one selected doctor working in the health center (ZS) in Plužine, because the other one recently terminated his employment.
"From June 13 last year to June 13 this year, two teams of selected doctors worked in Plužine, one of them a specialist and the other a doctor of medicine. Currently, one elected doctor is working, while the other one terminated his employment on the specified date," stated Orbović Papović.
She pointed out that residents of Plužine can receive health care 24 hours a day.
"The working hours of the selected doctors are every working day from 14:XNUMX a.m. to XNUMX:XNUMX p.m., while the provision of health care outside of that time is provided in such a way that nurses/technicians are constantly present, and doctors are on standby and come on call," explained Orbović Papović. .
As she stated, in case of planned or unplanned absence of the selected doctor, doctors from the parent institution of DZ Nikšić are assigned to work in ZS in Plužine.
Orbović Papović pointed out that, in addition to clinics of selected doctors and inpatients for patients whose health condition requires twenty-four-hour medical supervision, the residents of Plužine are also at the service of the Emergency Medical Aid Unit.
She pointed out that, with the aim of increasing the availability of health care to the local population, a clinic was organized in Crkvički Polje, where a medical technician is constantly employed, and doctors as needed.
Orbović Papović announced that since July of this year, in cooperation with the representatives of the Plužine Municipal Assembly, specialists from DZ and General Hospital Nikšić, namely a pulmonologist, psychiatrist, gynecologist, internist and pediatrician, have been organized once a month.
The President of the Municipality, Slobodan Delić, told the MINA agency that the citizens of Plužine cannot be fully satisfied with the health services they receive in their municipality due to the lack of doctors.
"The impossibility of permanently engaging the necessary number of doctors due to their deficit at the level of Montenegro often leads to long waits for examinations and slow access to health care," Delić said.
He said that the DZ in Nikšić is trying to solve this problem by sending doctors who spend part of their working time in Plužine, stressing that without the continuous stay of doctors, we cannot talk about the quality of health care.
One doctor works in the ZS in Plužine, and two in the Emergency Medical Service. Delić believes that this number should be increased.
"It would be significant if we had two doctors in the health center, and three in the emergency room, who would live in Plužine and thus raise the level of health care to a level higher than the current situation," said Delić.
He said that he hopes that the agreement reached with the management of the Nikšić DZ and the General Hospital on occasional visits of specialist doctors to Plužine will yield results, so that the citizens of Plužine would not have to seek health care in Nikšić.
The pediatrician will continue to come to Plužine once a month because, according to Orbović Papović, it is not possible to ensure the constant presence of that specialist.
"There is a lack of medical staff of all specialties, and therefore of pediatric specialists, throughout Montenegro, not to mention wider, so it is not possible to provide a permanent pediatrician in Plužine for now," said Orbović Papović.
She pointed out that the youngest population certainly receives the necessary primary level health care, and that in case of some serious conditions, they are taken care of through the Emergency Service in Nikšić.
The Ministry of Health believes that the arrival of a pediatrician once a month, at a pre-scheduled appointment, is sufficient at this time, bearing in mind that a total of 20 patients were scheduled for July.
"In any case, if there is a state of emergency, the unit of the Institute for Emergency Medical Assistance or the chosen doctor for adults will respond", the Ministry of Health told the MINA agency, emphasizing that, according to the Rulebook, at least a thousand insured persons are necessary for the establishment of a clinic of a chosen pediatrician. or children.
From that department, which is managed by Dragoslav Šćekić, they said that they are working to ensure the arrival of pediatricians in Plužine twice a month.
In Plužine, it is not even possible to ensure the permanent presence of a gynecologist, because the Ordinance stipulates that in order to establish a doctor's clinic for women, there must be at least five thousand insured persons.
The gynecologist from Nikšić DZ practices in Plužine once a month, but, the Ministry said, more visits can be arranged, if the need arises.
They point out that there is a shortage of gynecologists at the primary level at the state level, but also that all surrounding countries face this challenge.
The Ministry of Health said that in every small community there is a challenge to ensure the permanent presence of a doctor and that the reasons are mostly of a personal nature.
Delić pointed out that they are constantly analyzing ways to improve the level of health care with representatives of the DZ, General Hospital, Emergency Services and the competent Ministry.
"Good will is unquestionable and it exists, but the situation in the field of medicine is simply that there is a lack of staff," stated Delić.
Orbović Popović said that, as before, all services that are normatively provided for the primary level of health care, will be implemented in ZS in Plužine.
Orbović Papović stated that the building of the ZS in Plužine meets all needs spatially and that the building is in quite good condition, except for part of the roof, which will be repaired this year.
As she added, the medical equipment in that health center is at a satisfactory level and for now it is not necessary to renew it.
In ZS in Plužine, about 2,5 thousand residents receive health care, of which more than 700 are over 65 years old, and about 360 are under 19 years old.
