The minor LH (2006), who is suspected of the criminal offense of aggravated murder, tried to leave the "Ljubović" Center three days earlier, on August 19, before he escaped on Tuesday evening. After that, the administration wrote a letter to the Podgorica Security Center for help, but there was no support.
They also appealed to the High Court, according to whose decision LH was placed in "Ljubović" and informed them that the question is how long the minor will stay with them.
This, among other things, was told to "Vijesti" by the director of the "Ljubović" Center for Children and Youth, Nina Delević.
"On August 19, around 08:18.00 p.m., minor LH tried to leave his room on his own by pulling down the protective blinds from his room, threatened to leave on his own, and was prevented from doing so by the teachers and security guards, and then, at our call, they came inspectors of CB Podgorica, who interviewed him. After the assistance of CB officials, LH gave up his intention to leave on his own," she told "Vijesti".
After that, as she said, they wrote to CB Podgorica and asked to provide them with constant (24-hour) police assistance.
"After the letter, we were visited once more by the juvenile delinquency inspector who interviewed the user. We were informally told that we cannot be provided with constant assistance from the police to secure that user due to the lack of staff at the Police Directorate. The official response of the UP until today we didn't get it", said Delević to "Vijesta".
As she said, the letters were also sent to the acting judge Marko Blagojević, by whose decision "Ljubović" was placed in LH.
"Where did we get to know that mldb. LH was previously placed on two occasions in our institution, and that in the period from October 13, 10 to July 2020, 16, he had 07 arbitrary removals, and that it is therefore debatable how long the said user will stay in our institution", said Delević.
She repeated the previous statements that they are aware that the state does not have an institution where juvenile perpetrators of the most serious crimes would stay until the final conclusion of the proceedings, and that, in that direction, changes in regulations or the opening of a specialized institution for those users are necessary.
"Because without that, the Law on Treatment of Minors in Criminal Proceedings is absolutely inapplicable and represents an improvisation in which JU Center 'Ljubović' takes on a burden and responsibility that it should not", said Delević to "Vijesta".
LH was arrested in early June on suspicion of killing an elderly woman and covering her lifeless body with wood waste. He then spent two months in custody, in Spuž, and at the beginning of August, by decision of the High Court, he was transferred to the "Ljubović" Center.
He left that institution on Tuesday around 22.00:XNUMX p.m., and the Ministry of Labor and Social Welfare told "Vijesti" earlier that the competent institutions had been informed about it.
According to unofficial information, the search for LH has been ongoing since Tuesday evening. The Police Administration did not respond to "Vijesta" in this regard.
Center "Ljubović" is a child and social protection institution, non-institutional type. Users have the right to leave the institution, and "Ljubović" does not even have police security.
