The establishment of the Registry of Pets was a significant and necessary step for the quality health care of dogs and gave the opportunity for further implementation of measures to control the population of these animals and responsible ownership.
This is written in the Report on the work of the Council for the Protection of Animals, which was recently adopted by the Government. It was established that a large number of dogs were microchipped and registered in the previous period, but also that the improvement of animal protection is an issue that needs additional attention.
"Very few farms meet the minimum standards of the European Union in terms of hygiene, environmental protection and animal welfare," the report says.
The Council made a series of recommendations, among which is that local governments provide sustainable shelters for abandoned animals in accordance with the law and have a strategic approach to solving the population of stray dogs. It was determined that the situation in the shelters for abandoned animals should be further improved, as well as the inspection supervision should be strengthened.
"The cooperation of all actors involved in the issue of animal welfare protection is necessary. Cooperation should include the Government and its competent bodies, local self-governments, the non-governmental sector, veterinary services and animal keepers," the recommendations state.
The Council also assessed that a punitive policy against irresponsible owners should be intensively implemented. All owners were advised to be aware of their responsibilities towards animals and to bear the consequences and sanctions in case they do not fulfill their legal obligations.
It was established that it is necessary to find ways to provide money for the implementation of all measures in the area of animal protection, but also that education and raising the level of awareness is necessary in this area.
