Locals of Luga, a hamlet in the village of Gornja Brezna, in Piva, blocked the Nikšić-Plužine traffic road for an hour in order to draw the authorities' attention to the problem they have with the local Dragiša Blečić.
They abandoned the planned two-hour blockade because kilometer-long lines of cars had formed, so they did not want to make the journey even more difficult for road users.
Balša Blečić claims that 11 households from Gornji Brezan are deprived of the basic conditions for life - water, electricity, road, and that, as he said, "by the will of one man", because his relative and neighbor cut off their water and electricity. Two days ago, the police arrested Dragisa Blečić on suspicion of causing damage to the electrical supply network, as well as to the water supply network, but he was soon released.
"Our family has had problems with this man for more than ten years, and in recent months this is not a family problem, but a problem for the whole village and the country. He voluntarily cut off the public water supply and electricity conductor wires and left 11 households without electricity and water, thereby hitting state property, for which we reported the case to UP Plužine, from whom we always do not receive adequate help, which leads us to suspect that someone from this institution cooperates with this man", said Balša Blečić.
According to him, the locals have objections to the work of the prosecutor's office because "the prosecutor on duty for the interruption of the water supply declared that it was a matter of property relations", although, as Blečić claims, the water supply runs through property owned by the Municipality of Plužine, while it is managed by the Plužine Municipal Company.
Balša Blečić said that on August 20, Dragiša cut the electricity conductors with a hand-held hammer, that CEDIS officers, with the assistance of the police, transported them, but that his cousin cut them again.
"As we were informed by CEDIS, we are waiting for a court order so that we can start solving the problem. Because of this event, we suffered great material damages, because all the devices in our houses broke down, and large quantities of food spoiled. We have one member in the family who receives medical help, so every morning and night we light generators so that he can be inhaled. A few years ago, because of the same man, we did not get an asphalt surface on a section of a thousand meters, because he disputed the installation of an asphalt surface, and the institutions did not respond adequately to this act of his. In this way, we ask and invite the president of the Municipality of Plužine to meet us and solve this problem as well", appealed Balša Blečić.
On behalf of 11 families, he called on the Director of the Police Administration, the Minister of Internal Affairs, the Supreme State Prosecutor, the President of the Supreme Court, as well as other institutions, to meet them as soon as possible and solve their problems, as well as to examine the work of their officials.
"We are aware that Dragiša Blečić has friendly relations with one of the state prosecutors of the Basic Prosecutor's Office in Nikšić, so we suspect that he is teaching Dragiša how to get us into trouble and threaten our rights to basic living conditions, without thereby exceeding the limits of the criminal law . That is why we invite Željko Pejović and Lepa Medenica to reconsider our doubts", said Balša Blečić.
Another Blečić, Ilija, claims that he filed 28 reports against his relatives, but that he was never able to get an official note.
"I don't know why he's doing that, why he's breaking the water and electricity, and he doesn't have anything of his own in the property. There is practically no land. He has an estate from my late aunt and his. I live like in the 18th century - I don't have water or electricity, I can't cover the house because it breaks it. I have 28 reports to the MUP, and I have never been able to get an official note. I asked through a lawyer and they only provided that they went to the scene. The police and the prosecutor's office are not working properly. If something happens, they are the only ones responsible. And the court, because I suspect that it is corrupt", Ilija Blečić is categorical.
If the authorities are not interested in solving the problem, the locals have announced new blockades, as well as a protest in front of the Basic Prosecutor's Office in Nikšić and the competent ministries.
Dragiša Blečić told reporters that due to health reasons he is unable to make a statement, but he promised that in the coming days, with the necessary documentation, he would prove that his neighbors and relatives were wrong.
