Deep polarization between the ruling majority and the opposition, strained relations and mistrust, insufficient personnel capacity, the absence of clearly defined roles and responsibilities and a functional mechanism of intersectoral coordination are just some of the reasons that led to the poor results of the Government in implementing the obligations of the Green Agenda for the Western Balkans. announced the non-governmental organization (NGO) Eko-team.
This is stated in the comprehensive analysis of the strategic and legislative framework in the areas relevant to the Green Agenda conducted by this NGO.
"So far, out of 58 concrete measures, only one measure from all five pillars of the Green Agenda for the Western Balkans has been implemented, that is, two percent of the total number of measures. 47 percent of the measures are being implemented, while 51 percent of the total number of measures have not been implemented. Although the Green Agenda for the Western Balkans is a key driver of the transition towards modern, carbon-neutral economies that are resistant to climate change, the current political situation in Montenegro is characterized by insufficient ambition and will, and a lack of prioritization of this process, which results in poor dynamics of the implementation of measures from of the action plan of the Green Agenda for the Western Balkans", points out Andrija Krivokapić from Eco-team.
As stated in the announcement, by adopting the European Green Deal, the European Union (EU) has decided to be a global leader and initiator of the transition to zero emissions, helping and encouraging others to follow the same path.
"The Western Balkans, including Montenegro, joined this initiative by signing the Sofia Declaration on the Green Agenda for the Western Balkans on November 10, 2020," the announcement added.
Eco-team says that the Green Agenda for the Western Balkans is an instrument for the implementation of the European Green Agreement in the region.
They pointed out that the countries of the region committed to implementing the Green Agenda as a kind of "map" for a series of concrete actions and measures that should lead to "low-carbon" development of the region and economic growth in accordance with the principles of sustainable development.
"With the achievement of the European Green Agreement at the level of the European Union and the initiative within the Berlin process, the Green Agenda for the Western Balkans becomes legally binding for the countries of the Western Balkans, and thus an important factor in the success of Montenegro's pre-accession process with the European Union", according to the press release of Eco- team.
"In order to improve the situation, it is necessary to raise the level of political commitment to the issues of the Green Agenda for the Western Balkans, provide budget funds for the implementation of measures, work on improving the capacity of the institutions responsible for implementing the Green Agenda for the Western Balkans, involve the wider public, ensure a fair and transparent process", concluded Krivokapić.
