Connecting the newly built 120-meter-long marine pipeline with the old waste water collector, which reaches up to a kilometer and a half into the sea from the coast, is currently not possible because the old collector is almost completely blocked.

This was confirmed to "Vijesti" by the Secretary for Investments in the Municipality of Ulcinj, Minir Karamanaga.

He said that the ongoing research shows whether it is possible to upgrade the old collector or whether it is necessary to build a new one of the same length.

"It is a new moment and we currently do not know if it is possible to make the old collector functional, that is, to ensure a leak through that pipeline. Another possibility is the construction of a new collector, which would cost around 800 euros. We do not have these funds because it is an unplanned job, the financing of which was not provided for by a loan from KfW Bank," said Karamanaga.

He reminded that earlier this year, the Secretariat for Investments concluded a contract with a renowned diving company for the inspection and control of a complete marine pipeline, i.e. waste water collector, about 1,5 km long. He said then that it is a matter of identifying the problem, after which the Municipality will call for a tender and solve the problem of faecal discharge in Port Milen.

"Recent research has shown that the old collector was not clogged only for the first 120 meters, which is why we built a new submarine outlet of the same length in order to connect it to the rest of the pipeline. We still don't know if there is a possibility to completely unclog the old collector somehow. Otherwise, there will be a request to KfW Bank for the missing funds so that the collector will be fully functional as soon as possible, and Port Milena will be fresher and cleaner," said Karamanaga.

The Municipality of Ulcinj received a loan in the amount of EUR 20 million with a five-year grace period through the Government in 2015 from KfW Bank, while an annex to the contract was concluded two years later. The grace period expired last year and the Municipality of Ulcinj is already paying half-yearly annuities in the amount of 900.000 euros each.

The contract on the reconstruction and modernization of the Ulcinj water and sewerage network, which also includes the rehabilitation of the collector on Cape Đerana, with the first-ranked bidder MPP "Jedinstvo Sevojno" was signed in July last year.

The President of the Municipality of Ulcinj, Omer Bajraktari, then said that it is the largest infrastructure project in Ulcinj in the last 40 years, and that its implementation creates the preconditions for cleaning the Port Milena canal, and thus for large tourist investments on Velika Plaža.

The project envisages building a water supply network in settlements where there is none now, replacing the old asbestos pipes with new, more environmentally friendly ones...
