Director of the Public Enterprise for Marine Resource Management Mladen Mikijelj he asserted that due to the overlap of the jurisdiction of that company with the coastal municipalities and state services, this season, the control of temporary facilities and swimming pools in the maritime domain was not of high quality.
In an interview with "Vijesti", Mikijelj said that the only way to finally restore order is to assign the control of the marine resource zone to one service, because it happens that they shift the blame to each other.
"The control of the bathing area was not good this summer either, because we have a situation where the responsibilities of the Public Enterprise for the Management of Marine Resources, local self-governments and other state bodies are intertwined. In order for the control to be of high quality, one authority must have complete control over temporary facilities and swimming pools in the marine property zone," stressed Mikijelj.
As he stated, it is not important whether the control will be in the competence of the Maritime Administration or some other institutions, but it is important to know exactly who is in charge.
"Because in this situation, everyone shifts the blame to someone else, that's why we have the same situation on the field as we had this summer. We write reports for nothing, we record irregularities, when we have to forward that request to one of the competent inspections. "Either let them give us full authority, or let them take away what little we have in order to improve the situation on the ground," said Mikijelj.
Controllers of the Public Enterprise for the Management of Marine Assets have been controlling the bathing areas this summer as well, whether they have been set up and arranged in accordance with the Rulebook and the issued conditions for the organization of the bathing areas. For all detected irregularities related to the operation of the swimming pool, requests for inspection supervision are sent to the Directorate for Inspection Affairs, Department of the Tourist Inspection, which, according to its competences, implements further measures in order to eliminate the irregularities.
According to the official data of the Public Enterprise for the Management of Marine Assets, the Control Service of that enterprise has performed 31 inspections as of August 1.687, 653 inspection records and 1.034 official notes were made.
"The service carried out control of the overall condition of the space in the marine property zone, control of construction with and without approval, control of locations where swimming pools are organized and temporary facilities are installed. For all observed irregularities, the competent inspection services were sent initiatives, i.e. emergencies for inspection supervision. The communal arrangement of the space, cleanliness, state of horticulture, park furniture, orderly functioning of the lighting were regularly controlled, and increased control was especially during July and August. We tried to provide our visitors with as pleasant a stay as possible on our coast and to eliminate all irregular activities at our swimming pools as soon as possible", stated the Morsko dobr.
This year, the public company concluded a record number of contracts on the use of marine assets, as many as one thousand, and on that basis has so far achieved 90 percent of the planned revenues in the total amount of seven million euros, which compared to the same period last year by as much as 30 percent. more.
The Morski dobr reminds that during the bathing season, which lasts from May 1 to October 31, all obligations prescribed by the conditions for the organization of the bathing area must be fulfilled.
"On this basis, users take care to keep the swimming area clean, keep a clearly marked bathing order, place an information board on which the price list of beach furniture will be displayed, with an indication that beach furniture is not charged after 17 p.m., then make visible markings on the water side of the swimming area by placing the buoys, place and properly arrange the beach furniture, and also one of the important conditions is to provide the rescue service on time", they stated from that public company.
