Director of the Directorate for Inspection Affairs Ana Vujosevic chose on September 11 Nikola Dukaj for an educational inspector even though he was dismissed from the position of school director in Tuzi due to abuse of his position, at the suggestion of his current colleagues from the Educational Inspectorate.
She did this on the day when "Vijesti" first asked about the warning of the Education Union that the admission of Dukaj would "contribute to the negative rating of the Directorate for Inspection Affairs".
On September 11, the Directorate for Inspection Affairs announced that they would deliver the answers the following day.
In the answers of September 12, the UIP does not reveal that the selection by competition has already been completed, that is, that Vujošević, as the head of that body, decided on Dukaj, even though the Personnel Administration submitted a list of several candidates.
After that, on September 15, "Vijesti" asked the Administration whether Dukaj was engaged in the Educational Inspection under a work contract.
"Mr. Nikola Dukaj does not have the status of an employee in the Directorate for Inspection Affairs, that is, in the Department for Inspection of Education. Namely, the appointed person is engaged under a work contract in the Department of Inspection for Education, where he performs administrative and technical support," was the response of the Directorate for Inspection Affairs, four days after, according to the documents we had access to, Vujošević signed the decision on his choice.
In a letter to Vujošević, the Union of Education pointed out that during his tenure as director of the Primary School "Mahmut Lekić" in Tuzi, Dukaj "was recognized for irregularities in his work, as well as for a bad atmosphere and interpersonal relations".
"After being appointed as a director in another institution, Elementary School 'Đerđ Kastrioti Skenderbeg', on the proposal of the Directorate for Inspection Affairs, i.e. the Education Inspector (Act No. 0601-741/20-6418/20 dated February 17, 2021), and by the decision of the Ministry of Education , science, culture and sports (number 10101-741/21-59/5 dated March 30, 2021) Dukaj was dismissed for abuse of the position of director, which will be confirmed by the judgment of the Basic Court in Podgorica P. no. 2641/21 of April 7, 2023," the Union's letter states.
Then the Administration replied that "...they strictly respect the equal availability of jobs and are guided by the principle that the jobs of civil servants, i.e. employees, are available to everyone, under equal conditions without favoring or denying any candidate for the advertised position".
On May 17, the Administration for Human Resources published an advertisement for the selection of two educational inspectors in Podgorica and one for the municipalities of Pljevlja, Žabljak, Šavnik and Plužine, with a place of work in Pljevlja.
According to the information from the advertisement, interested candidates should have graduated from university (VII1 qualification level) in the field of humanities or natural sciences, know how to work on a computer, have passed the professional exam for work in state bodies and at least one year of work experience.
22 candidates responded to the advertisement, 19 of them for Podgorica and four for Pljevlja.
After testing the candidates, on August 30, the Directorate for Human Resources submitted to the Directorate for Inspection Affairs a list of four candidates who met all the criteria for Podgorica and two for Pljevlja.
Dukaj was also on the list for Podgorica, and as second-ranked.

In the decision on the selection of Dukaj, it is stated that after the procedure in the Personnel Administration, Vujošević held an interview with Dukaj, which was recorded.
"In the aforementioned conversation, candidate Niikola Dukaj said that he has 30 years of work experience in the field of education. Through precise and clear answers, he showed interest in the part of contributing to the work of the state body and improving the work of the Inspectorate for Education, then in the part of exchanging experiences with colleagues from the Inspectorate of Education, as well as cooperation with other inspectorates from different administrative areas," it is stated in decide.
According to the document, the candidate "pointed out during the conversation that he would perform his job conscientiously and responsibly and through the answers he gave showed that he possesses clear character traits that confirm that he can perform inspection supervision professionally, efficiently and impartially."
"Also, the candidate emphasized that he would adhere to the principle of independence in his work, and therefore would not allow himself to be in a situation of breaking the law, would not deviate from his principles and would not succumb to pressure to carry out an order that would conflict with legal regulations and established factual situation on the ground", the decision states.
