Locals of Bokovo, Đinovića, Kosijer and other villages are strongly opposed to the construction of the "Milošev Krš" quarry, it was announced at the public forum on the Elaboration of the Environmental Impact Assessment of that quarry.
As reported by RTV Cetinje, Jasmina Janković Mišović from the Environmental Protection Agency said that there was no legal basis for holding the panel since the project holder did not attend the panel.
"According to Article 20 of the Law on Impact Assessment, the public debate should be attended by the project holder, the developers of the study and representatives of the Agency. Today, we do not have a project holder at the public hearing, which means that the public hearing has no legal basis to be held," said Janković Mišović.
Local resident Slavko Radović, reading the comments on the Elaborate submitted by Goran Radović from the Faculty of Civil Engineering, stated that there is also a problem of storing large amounts of fuel and explosives at the surface level, as well as the way of collecting waste materials.
Radović's remarks listed harmful emissions in the air, noise from the hammer of the quarry crusher, machine transport, blasting, dust from the crusher and concrete mixer and from internal transport, as well as harmful odors from the asphalt base.
Air pollution from machines, then stone crushers, separators, concrete mixers and asphalt bases, as well as noise from blasting, crushers, and the operation of machinery are also included in the objections.
Academician Đorđe Borozan pointed out in the letter that the locals, after everything, cannot trust either the Government or the concessionaire.
"After the arrogant, underestimating and non-transparent procedure of the Public Hearing on the concession by the Ministry of Capital Investments, and the Government's report and the tender itself, where there were no other bidders, I cannot trust either the Government or the concessionaire, nor his good intentions and protection measures" , Borozan said.
The representative of Prijestonica, Marko Brnović, said that Cetinje fully supports the demands of the locals, which is also reflected in the prompt response to the competent institutions.
After the forum, the Citizens' Assembly of the local communities of Bokovo, Kosijeri and Đinovići was held, where a decision was made on the formation of the Eco-Patrol, to monitor and quickly react to possible threats to life and the environment, by the manifestation of civil disobedience.
As it was decided, the locals will demand the Assembly of the Capital City to pass a Decision on the protection of the population of the municipality of Cetinje at its session.
It was announced that the locals will hire a legal representative before the domestic and European courts, and will also send an invitation letter to the embassies in Podgorica, with the aim of informing them of the threat to the lives and environment of the citizens of those local communities.
