The behavior of Igor Rmandić is a gross violation of the Code of Ethics of the Police, which does not contribute to the reputation of the police profession, the Trade Union of the Police Administration announced.
"It especially does not contribute to him and the trade union he leads. Their attempt to present the UP Trade Union to the public as someone's henchman is the height of the untruth they have presented so far. There is only one truth. And that is that, with the selfless support of Minister Adzić, we achieved the greatest results until now, which are already reflected in a significant improvement in the material position of employees," the announcement states.
They announced themselves on the occasion of "the frequent media appearances of the president of the Independent Police Union, Igor Rmandić, with his associates, in which more inaccurate information is presented about the situation in the Ministry of Internal Affairs and the Police Administration Union."
They pointed out that in the previous period, the Union of UP informed the leadership of the MUP on several occasions about all the problems of police and other officers, about the inadequate state of material and technical resources, equipment and the standard of living of police officers.
They said that in this matter, the current leadership of the Ministry of Internal Affairs showed a high degree of understanding and interest in solving the mentioned problems, so the budget for 2023 provided funds for the purchase of new uniforms for the entire police force.
"The procedure for procuring a new uniform is lengthy due to the necessary procedures and is under the jurisdiction of the Property Administration," the announcement added.
They emphasized that the Union of UP and the leadership of the MUP during 2022 and 2023 increased the salary of employees by 40 percent, which significantly improved the standard of employees.
"This is the biggest salary increase for police employees since the union existed," the announcement states.
The Union of UP said that the first Collective Agreement for employees of the Ministry of Interior was signed, which defined the working and other rights of employees, as well as other benefits for employees that had not been defined until now.
"This KU, among other things, defines a mandatory increase in wage coefficients in the amount of 10 percent, starting in January 2024. It is also stipulated that the Ministry of Interior pays the representative trade unions a sum of 300.000 euros annually for help in solving housing needs. Act the signing of KU certainly represents a historic act and a great joint success," the announcement reads.
In order to achieve these benefits, they said that they had the support of Prime Minister Dritan Abazović and members of the Government.
"The Government of Montenegro understood our needs for solving housing issues, so it supported the proposal of Minister Adžić and provided financial support for employees in the security sector in the amount of 1.800.000 euros for a period of three years. This support represents a great incentive for the implementation of the started housing construction projects in Herceg Novi, Bar and Kolašin, and now it is already certain in Podgorica where we will have a new residential construction project because we expect that, with the great support of the Mayor Olivera Injac, we will get an adequate building plot for the construction of approx. 350 apartments for employees of the MUP, ANB- in and PA," the statement said.
They said that Rmandić and his representatives are persistently trying to diminish the success of the UP Trade Union, and that they are spreading gross falsehoods to the public.
"They want to present us as a bad union citing irrational spending of money from membership fees. It is true that every month we distribute over 80.000 euros to our members. For over 400 members of our union, we have provided free spa treatments and recreational vacations. We have provided the most favorable conditions for mini-loans. "We have launched an initiative to resolve benefited seniority, seniority spent in the Federal SUP, as well as seniority during the time spent in the reserve," it added.
They stated that they are concerned about Rmandić's behavior and public appearance with "a lot of hatred, bitterness and negativity towards colleagues with whom he cooperated until yesterday and worked together on issues of importance to employees".
They said that they were concerned about his attitude towards certain MUP officers and the placing of falsehoods in the public in order to create the impression of danger, as stated in the announcement, all for the purpose of personal gain.
"We see that there is everything here except the trade union struggle, which is why trade unions are formed," it was added.
They pointed out that the Union of UP is satisfied with the "extraordinary cooperation with the leadership of the MUP and the activities carried out so far".
"We especially emphasize the period since the Minister of the Interior Filip Adžić. We are convinced that the same will continue in the coming period, with the aim of further improving the standards of all employees," it is stated.
