In the specific case, the signature of Brković contains four ociles (4S in Cyrillic).

"Yes, that is exactly my official signature on the identity card, however there was no will of the party soldiers from the Assembly of the Capital City to inform themselves..." Brković told "Vijesti" yesterday.

From the Ministry of Internal Affairs (MUP), headed by Filip Adžić, apart from quoting the regulations, they did not answer about the specific case, and whether personal documents, through a signature, can otherwise be added with any features, as Brković added to 4S, or if someone wants to add a symbol of a flower, a sun, an emoticon...

"Vijesti" sent the first inquiry on the 15th, then on the 22nd of August, the answer reached the editorial office on the 25th, after which the Department of Internal Affairs, three days later, also sent a supplement. There was never an answer to that query.

Brković is a United Montenegro councilor in the Assembly of the Capital City and is one of the councilors attending the marriage ceremony.

His signature became public after, in that role, he attended the wedding of a couple in Podgorica, about which he published a comment and video on the social platform X (formerly Twitter) on August 10.

In his comment, he stated at the time: "On behalf of the Assembly of the Capital City, as a councillor, a final letter of love for marrying the Chetnik family Vojvodić". In the video he published, he said: "Next year baptism, next year in Lovcen, next year in Prizren".

After that event, a photo of the wedding certificate of the couple whose marriage Brković was present was circulated in the media and on social networks, as well as the open question of whether his signature is official and, if not, whether this calls into question the documents he is signing.

With the confirmation that his signature with 4S is official, Brković told "Vijesta" yesterday that officials in various institutions have been able to convince themselves of this so far.

"During my persecution in the Lithuanian movement, the Podgorica Security Center, the judiciary and the prosecution were constant witnesses of my handwritten signature. So, it's not about symbols, but a handwritten signature, and it will be like that in the future as well. I notice that during the illegal and unconstitutional arrests I did not attract the attention of most media, but today when I enjoy my freedoms they are very agile. And future engagement will be for the benefit of the citizens of Podgorica, respecting diversity, and sanctioning the privileged," he said.

When asked by "Vijesti" about the signature, Adžić's department said that two regulations prescribe the procedure for issuing an identity card - one refers to submitting an application, the other to taking a photo, fingerprints and signature.

"The regulations on the method of issuing an identity card and the amount of the price of the identity card form stipulate that the applicant for an identity card is obliged to sign the said request. If the citizen is illiterate or for some other reason is unable to sign, it will be signed by a person authorized by him, in the presence of an official, and in addition to the personal name of the citizen for whom he is signing, he will state his personal name, residence and address, and ID card number." they told the "News".

A photograph, two fingerprints and a handwritten signature in digital form are taken from the applicant by an official authorized to take biometric data.

"According to the Rulebook on the manner and conditions of taking a photo, fingerprints and handwritten signature in the process of issuing an identity card, taking a handwritten signature from a citizen is done on an electronic signature pad. The signature taken must be legible, written in written letters and faithful to the original. If the person is illiterate or for other reasons it is not possible to take a signature, the mark 'HHH' is entered on the form of the identity card", stated the department of Adžić.

He still does marriages

After Brković posted on social networks a comment and a video from the marriage ceremony at the Vojvodić family, independent councilor and member of the Civic Initiative "21. May" Aleksandar Saša Zeković, due to violation of the code, submitted a complaint about his work to the Ethics Commission for elected representatives and officials in the local self-government of the Capital City of Podgorica.

In his complaint dated August 11, Zeković stated that the performance of Brković when performing the duty entrusted to him to attend the marriage ceremony was "inappropriate".

He, as he said, emphasized in his official speech that he was acting and speaking on behalf of the Assembly of the Capital City, and "announced his political views, clearly presented the ideological platform from which he is acting and decided to affirm the big-state and nationalist ambitions".

He added that "in Podgorica, marriages should not be officially announced with any big-state and nationalist messages and ambitions, nor with the labeling of any family."

The President of the Assembly of the Capital City, Dr. Jelena Borovinić Bojović (DF), told "Vijesti" at the time that "the Assembly... is not an educational institution", that it "does not have the authority to act as an educator or implement disciplinary measures", that it advocates " for raising the level of responsibility of all councilors, deputies and other public representatives of citizens", as well as for tolerance in society, "so that differences are not perceived as fatal, but in accordance with what is written in the Constitution and international conventions on human rights".

Councilor Andrija Klikovac (DPS) after Brković's announcement on the X network, sent an invitation to the President of the Committee for Appointments in the Assembly of the Capital City, Vasilije Čarapić (Europa Sad), to schedule a meeting at which it will be proposed to change the list of councilors attending the marriage ceremony.

Yesterday, Brković told "Vijesta" that his status in that sense has not changed.
