The Bjelopolje utility company does not have a permit to dispose of animal waste at a temporary landfill on the border with Serbia, but it has been doing so for years and charges meat processors from the territory of the municipality for this service.

This was confirmed for "Vijesti" by the acting executive director of the company "Komunalno Lim". Muradif Grbović, which justifies the illegal disposal of animal waste by concern for the health of citizens.

He explained that fifteen days ago they asked the President of the Municipality Petar Smolović to provide them with a temporary solution for the disposal of animal waste at the landfill in Dobrakovo, after the border crossing with Serbia.

"Until the approval from the competent authority is received, we provide removal services, considering that this problem (animal waste) would cause catastrophic consequences for the health and safety of the citizens of this municipality, if we were to stop providing services of this type", said Grbović to "Vijesta", reminding that, when it comes to other types of waste, the Bijelo Polje Municipal Assembly gave the landfill for the use of the company "Komunalno Lim ".

Animal waste includes body parts, corpses, bones, i.e. everything that is not intended for human consumption...

The contracts were destroyed by the flood more than a decade ago, who is charging for the services

The unorganized landfill is located by the main road, about fourteen kilometers from Bijelo Polje, between two border crossings - Montenegrin and Serbian.

Grbović also said that he found certain irregularities when he assumed the position of acting executive director of the company "Komunalno Lim" in April, as a member of the Bosniak Party.

He told "Vijesti" that the company has concluded contracts with Bjelopolje meat processors, and that services are invoiced, as he explained, according to the company's price list. He pointed out that he can provide insight into the monthly invoices issued to meat processors.

However, from the non-governmental organization "Euromost", they claim that the temporary landfill in Dobrakov is being used in an uncontrolled manner, and that some employees of the company "Komunalno Lim" charge for services, but do not report them to the company.

Grbović stated in his answer to "News" that he did find certain irregularities, but that they are working on their elimination, pointing out that they will soon install a prefabricated facility and establish a porter service with video surveillance, in order to control entry to the landfill.

From the NGO "Euromost" they point out that when they requested to receive all the contracts that the company signed with meat processors for waste removal to the landfill, they received the answer that they were destroyed in a flood more than ten years ago.

Grbović confirmed this for "Vijesti".

Private individuals also drive, the annual amount of waste is unknown

From "Euromost", they state that in Bijelo Polje there are about 200 business entities that perform some activity and generate municipal waste, and that the municipal company does not have a single contract with any of them. They point out that the question arises - who takes all this waste, where is it disposed of and who pays for it all?

The NGO claims that they recently filmed the private trucks of a Bijelo Polska company, which were used to transport animal waste to the Dobrakovo landfill, and submitted the footage to "Vijesta".

Grbović named the company whose truck can be seen in the video, explaining that it is paying off the obligations of transporting animal waste.

The NGO "Euromost" warns that no one knows whether annual waste exceeds 200 tons, which would require the consent of the Environmental Protection Agency, which "Komunalo Lim" does not have.

"All this is the reason that we asked the director of Komunal to immediately introduce control over the use of the temporary landfill in Dobrakovo, which has been in this place for 30 years and where a huge mountain of various waste has been created that is neither selected nor recorded, nor is it known who and what unloads. All this creates an even greater danger, threatening to collapse on the main road connecting Montenegro and Serbia, as well as into the Lim River, which would have far-reaching consequences and cause an ecological disaster, an international incident, endangering people's lives", they emphasized.

The NGO "Euromost" points out that they recorded that private vehicles and "Komunalno Lim" vehicles cross the border in Dobrakovo, and that they are controlled only by "border cameras".

"That was the reason why we asked for an explanation from the commander of the border police and sent a letter to the Police Directorate in Podgorica, to immediately stop this practice and requested that all vehicles, be they private companies or 'Komunalno Lim', be controlled like any other vehicles".

They also stated that the question is who can guarantee what is transported across the border with Serbia, that is, whether it is only animal waste.
