The work on the Kolašin Memorial Home, which was planned to cost 540.000 euros, as it turned out, will be more expensive by about 100.000 euros compared to the original plan.

According to what they told "Vijesti" in the Municipality, there are several reasons for this, and they boil down to the extremely poor condition of certain elements of that building, which were discovered during the execution of the works.

As explained by the office of the President of the Municipality, Vladimir Martinović, during the dismantling work, it was noticed that the condition of the steel structure of the window frames is in a very bad condition. This, they claim, could not be seen until the beginning of the works "due to the existence of the covering moldings".

"After the removal of the tin moldings, it was determined that the steel elements of the frames - box profiles and the perimeter frames, have rotted due to corrosion, to such an extent that it is impossible to repair them. In this regard, it is necessary to acquire all new steel elements that will be installed in the prepared positions, and in order to follow the change and installation of the glasses. Also, after introducing the contractor to the work, it was noticed that the drains for atmospheric sewage were leaking water. As the pipes are embedded along their entire length through concrete, they cannot be rehabilitated, but it is necessary to make new ones with pipe distribution in the designated places...", are some of the reasons for which the Municipality claims that they made the works more expensive.

In addition, during the dismantling of the sheets on the roof, as they explain, it was determined that there was no reinforced concrete slab under them, as expected, but the space was filled with mineral wool. Also, the glass supports on the domes were damaged, they rotted, and even those works were not foreseen in the original tender. That is why, say Martinović's cabinet, urgent intervention is needed, which includes anti-corrosion protection and additional anchor holders.

"All of this caused the Municipality of Kolašin to sign an Annex to the contract with the contractor for additional and unforeseen works worth about 100.000 euros as part of the additional works. The work on the regular maintenance of the Memorial building started on August 8, and the contract stipulates a deadline of 60 working days, which includes ideal weather conditions (dry and sunny weather) so that waterproofing materials can be applied to the roof surfaces of the building in general. in accordance with the technical characteristics of the material. The contractor carries out the works within the deadline in accordance with the planned dynamics, taking into account the weather conditions and the characteristics of the materials that are applied", claim the Municipality.

They remind that the project foresees regular maintenance work, which includes dismantling work, installation of scaffolding, reinforced concrete work and rehabilitation of facade surfaces (thermal insulation and waterproofing), as well as replacement of glass on all windows of the building.

When asked by "Vijesti" whether the work on that building, which is one of the symbols of Kolašin, will be continued in the foreseeable future, and when it comes to the interior, the answer was that these works should be done in accordance with the approval of the competent ministry and the budget possibilities of the local administration. . The current works on the Memorial Home are being financed from the local budget and are the first in decades.

Earlier, it was announced that, after the adaptation and solving the problem of waterproofing, the interior of the building will be renovated, and the focus will be on the large congress hall, which has not been in operation for years.

The Memorial House was built in 1976, in memory of the meetings of ZAVNO (National Anti-Fascist Council of People's Liberation), and was built according to the idea of the Slovenian architect Marko Mušič. The municipality reminds that "the valorization of cultural and historical monuments, especially the Memorial House, which, as an important work of Yugoslav architecture, was also presented at the exhibition "Toward Concrete Utopia: Architecture in Yugoslavia, 1948-1980" (MOMA, New York, July 2018. - January 2019) "opens a new perspective in that city, which has been developing rapidly in recent years".

A few years ago, the Memorial House was one of the four projects of "post-war architectural heritage with a potential development scenario" that Montenegro presented at the Venice Architecture Biennale. According to the choice of the Word Monuments Fund platform, that building was among the 30 most attractive architectural achievements in the world.
