New storm - old problems, it's just one more in a series of statements by the locals that the existing project for the ground floor arrangement of the Great Scaffold, worth about one million euros, is unsustainable and that it is urgently needed to be revised in order to protect the area from strong waves, high and several meters.
The Great Pier was completely flooded yesterday, and the waves overflowed it from both the south and east sides. Because of the water, it could only be approached to the beginning, i.e. to the staircase below the Old Town.
Tourists, mostly from the waterfront, filmed the spectacular scene of the raging sea and the waves that, due to the strong wind, with the roar, powerfully collide with the large plateau below the Old Town. Of course, they do not know that the Public Enterprise for the Management of Marine Assets and the Municipality of Ulcinj are planning to install benches for them to rest on paved concrete, with authentic green vegetation and lighting...

The architects did not support our proposal to erect a large wall at the end of the scaffolding facing the sea, as was previously the case in the middle of the plateau. He stated that the people of Ulcinj are always skeptical when it comes to Morski Dobr projects related to that city.
In February, the company "Erlang", the contractor for the ground floor arrangement of the Great Pier, began concreting the area where the square, i.e. the pier, and the first sea border crossing in Ulcinj are planned.
"Erlang" was already late with the realization of the project scheduled for 120 days, since the works started in the first half of October last year.
Although the works did not progress according to the expected dynamics, the Municipality of Ulcinj said at the time that they believed the project would be completed by the season.
President of the Municipality Omer Bajraktari he said then that he expects that Ulcinj will soon get a modern building called the Great Scaffold, which will be the pride of the city.
"Now the nicer weather is starting, which will enable the investor to carry out and finish the works faster", said Bajraktari to "Vijesta".
That did not happen, and the scaffolding served as a parking lot during the season, as in previous years.
The first man of the municipality then stated that the investor and the contractor, during the visit of the then prime minister Dritan Abazović with the ministers, on the spot, the necessity to protect that area on the south side from large waves was especially pointed out.
"Therefore, it is necessary to find a solution so that the entire work of around one million euros does not turn out to be in vain after the first major storm", said Bajraktari at the time.
The first phase of the project, which is financed by the Public Enterprise for the Management of Marine Resources, is planned for the amount of 800 thousand euros, while with the final works in the second phase, the figure will be rounded to around one million euros.
In the "Erlang" company, it was confirmed to "News" at the beginning of the year that already at the very beginning of the works, significant inconsistencies between the actual condition on the ground and the prepared project were noted, in the part of the concrete base of the promenade.
"The result of the noted irregularities is the extension of the deadlines, as well as the finding of a new technical solution for the concrete surface of the promenade. In the new technical solution, the excavated material from the scaffolding can be used", they stated in "Erlang" at the time what was the reason for extending the deadline.
In the Public Enterprise, before last New Year, "Vijesti" was told that the works are proceeding in accordance with the planned dynamics and that they are so far within the set deadlines.
On a total area of 4.600 square meters, the construction of a square, a pier with a green belt next to the rocks at the foot of the Old Town, benches, lighting...
"The space of the square is defined by the project with an orthogonal grid of paving, large fields of about 4x4 meters that additionally emphasize the rectangular shape and size of the square. At the point of change of direction, the grid becomes smaller and enables the functional composition of fields of pavements, benches and greenery. From the plane of the square, fitting into the basic grid, rise three dynamic groupings of uneven fields, bleachers that soften the impact of waves and represent a more interesting alternative to the classic type of seating such as chairs, benches, lounge chairs," the project says.
The project for the arrangement of the Great Pier - wharf in the zone of maritime property, also provides for the installation of three standard facilities of a service nature.
