The municipality of Mojkovac does not rule out the possibility of citizens' referendum on the issue of opening the Brskovo mine.
In accordance with the strategic determination of the municipality of Mojkovac (development of industry, agriculture and tourism), taking care of the demographic and economic situation of Mojkovac and the protection of the environment, the Municipality of Mojkovac made conclusions and proposals that it sent to the Government of Montenegro, i.e. Prime Minister Milojko Spajić, as well as competent ministries, it was announced from that municipality.
The Municipality of Mojkovac said that the Draft DPP presented for the area of the concession area for the exploitation of mineral raw materials - Brskovo is "deficient as a document" and for further implementation it can only serve as a starting point, while respecting the comments submitted by the Municipality of Mojkovac to the Ministry of Ecology, Spatial Planning and urbanism.
They made nine proposals regarding the opening of the Brskovo mine.
"The Government of Montenegro - the competent ministry, should innovate the existing Draft DPP for the area of the Brskovo concession area together with the Strategic Environmental Impact Assessment. The DPP and the Strategic Environmental Impact Assessment should answer whether this project is in conflict with strategically important development "Žarski" ski resort project on the Mojkovac side of Bjelasica with a special focus on dealing with dust within the wind rose for the locality in order to prevent the potential spread of dust towards the future ski center as well as towards other populated areas," the announcement states.
They pointed out that after reviewing the previously proposed documents, it was concluded that they do not provide clear and precise answers to the issues of noise intensity, material transport, transport regime and use of explosives, and waste and other water management.
"Keeping in mind that now, through the concession field, atmospheric waters pass through the former mining shafts and flow through the Rudnica river into the Tara river and pollute it, so in the event that the mine (which treats this problem) is not opened, it is necessary to do a project that would solve the issue of pollution ", it added.
They said that in the planning documents and the contract with potential investors, it is necessary to establish the obligation of recultivation after the completion of the exploitation phase.
"Regarding the concession fee, we point out that it is low and that it should be increased through legislation. The municipality of Mojkovac needs to use the concession fee for the purpose of implementing development projects. By opening a mine, the investor must undertake that the residents of the municipality of Mojkovac, as well as other municipalities, have priority when hiring from the north of Montenegro," the announcement reads.
"Due to the important archaeological site of Brskovo, the investor must undertake to finance the construction of a museum for the preservation and display of archaeological artifacts and conducted research, as well as to finance project documentation and the construction of a full-scale replica of Medieval Brskovo. Also, the investor must undertake to finance the construction of the Memorial of the "Heroes of the Battle of Mojkovac" center at a location determined by the municipality of Mojkovac", the announcement concludes.
