The Directorate for Food Safety, Veterinary and Phytosanitary Affairs (UBHVFP) made a decision and entered the zoo in the register for "Zoo Park" in the village of Blizna, among other things, based on the invalid consent of the Environmental Protection Agency (EPA).
This results from the documentation provided by the owner of the "Zoo Park" Miljan Milickovic a few days ago, in reaction, submitted to "Vijesta".

The previous, temporary solution for the zoo expired a year and eight months before the new one was adopted, in December 2021.
As stated in the documentation submitted to "Vijesta" by Miličković, the Directorate for Food Safety, Veterinary and Phytosanitary Affairs issued a decision on August 28 that determined that the "Zoo Park" in the village of Blizna, near Podgorica, meets the prescribed veterinary and sanitary conditions for accommodation of wild animal species, in accordance with the Law on the Protection of Animal Welfare.
It is added that "Zoo Park" is registered in the register of zoos, for the accommodation of wild animal species, and that the responsible person is obliged to inform the Administration about all changes.
In the explanation of the decision, the Administration further states that in the request, Milicković, among other things, attached the consent of the Environmental Protection Agency number 02/D-114/1 dated April 23, 2019.
The Administration did not respond to the "News" question about whether, when making the decision, they were informed by the EPA that the Agency issued a decision in mid-March revoking the decision from March 2020, which was a supplement to the one from 2019.
According to the documentation that "Vijesti" had access to, the Administration addressed the Agency in early March with a request asking for an opinion on whether the consent for keeping wild animals from April 23, 2019 is acceptable with an amendment for new animal species, and with the aim of registering the zoo. shelters, kennels at the Blizna location.
At that time, the Agency informed the Administration that on March 17, they issued a decision to revoke the decision of March 9, 2020, which allowed Miljan Milicković to keep wild animals in captivity.
"Taking into account the above, Miljan Miličković does not have a license to keep wild animals in captivity, and therefore the consent (number 02/D-114/1 of April 23, 2019) is invalid," states the EPA director in his reply. Milan Gazdić.
In the decision by which "Zoo Park" is entered in the register of zoos, it is also written that Miličković also attached to the request a contract with the veterinary clinic "Vetprom Den" from Rožaj, and that this contract was concluded on August 3, 2023, about three weeks before instead, the Administration adopted a solution.
Miličkovic never answered the questions of "Vijesti" regarding anything related to the work of the NGO "Animal Shelter and Recovery Montenegro", nor the company "Zoo Park", which is now registered in the register of zoos.
The Administration did not respond to the questions of the editors as to whether the contract with the veterinary clinic that Milicković submitted in the application for entry into the register was the first of its kind that he concluded with the aim of providing veterinary services for animals on the property.
According to the earlier, temporary solution for the zoo, which was adopted in June and expired in December 2021, and which Miličković also submitted to "Vijesta" through his response, the zoo facility did not fully meet the requirements when it comes to vehicles and equipment for catching and transporting animals. It did not fully meet the requirements regarding the area for pregnant females, it did not have a specially fenced area for all animal species... It did not fully meet the requirements regarding the reorganization of the quarantine area, security protective measures, specifically - the security fence for visitors.
The facility did not fully meet the requirements when it comes to records of changes in the health status and behavior of animals, health examinations and treatments, as well as in terms of sanitary facilities and a harmless way of removing corpses...
