The councilors of the Democratic Party of Socialists (DPS), as well as three councilors of the ruling majority, that is, one councilor of the Socialist People's Party, voted for the conclusion, which informs the Government that the Mojkovac local parliament is "against all activities related to mining in the territory of the municipality of Mojkovac". party and two from the Citizens' Group "Ne damo Mojkovac". The other councilors of the ruling majority were not in the hall during the voting.
That conclusion was proposed by members of the opposition DPS and Miloš Rajković, member of the ruling majority from the Socialist People's Party (SNP).
In the meantime, the municipality of Mojkovac announced that they do not rule out the possibility of citizens' referendum on the issue of opening the "Brskovo" mine. They made nine proposals regarding the opening of the "Brskovo" mine. The vice president of the municipality, Ivan Ašanin, reminded them in detail at the meeting of the Council of Ministers.
From the Municipality of Mojkovac they said that the Draft DPP presented for the area of the concession area for the exploitation of mineral resources - Brskovo is "deficient as a document" and for further implementation it can only serve as a starting point, while respecting the comments submitted by the Municipality to the Ministry of Ecology, Spatial Planning and Urbanism .
The majority of councilors of the coalition government remained of the opinion that a referendum should be organized, but also open a broad dialogue, with the involvement of the profession, which would provide answers to the doubts about the mine project.
Rajković said yesterday that "nothing will come of the mine project" and that "the government must understand and respect the majority will of the citizens of Mojkovac".
"There is no referendum, who cares, let him change the citizens of Mojkovac, who are dominantly against this project. Those who don't like it can ask for special elections. There is no politicization of this project. I am proud to vote with DPS councilors who today fight honorably for their city. This has nothing to do with politics. We will not allow the manipulation of individuals to pass," said SNP councilor Miloš Rajković.
Predrag Smolović from DPS thanked the "civilian sector, the media and the academic community", who, as he said, contributed to the mine project being the focus of public attention.
According to him, the mine cannot be a development opportunity for Mojkovac. As he said, "all the benefits cannot compensate for what would destroy a lead and zinc mine". Smolović also claims that "the mine project is not sustainable, because the studies were done based on the price from the previous period". Smolović explained that the previous local government gave up on the mine when it was obvious "that control mechanisms were being lost".
The member of the DPS also claims that there is no qualified workforce for the mine in Mojkovac, and that the project is "a utopian story that destroys all the development chances of Mojkovac".
According to his party colleague, Rajko Golubović, the manipulation of many data that are cited as benefits of ore exploitation. Among other things, he explained, "according to today's technical and technological possibilities, the exploitation would last from five to seven years", that is, twice as short as planned.
Golubović warned that with the opening of the mine, generous support from EU funds, income from tourism, prospects for future generations could be lost... He recalled the proximity of the exploding area to the Biogradska gora and Durmitor national parks, as well as the consequences for the Tara River.
Citizen representative Mitar Vidaković also warned about the danger of opening a mine for the environment, as well as the consequences of the operation of the former mine.
He said that, so far, about 40 million euros have been invested in the ski centers of Žarski and Cmiljača from the state budget, and he warned about the harmfulness of ore exploitation for the strategic development plans of Mojkovac.
Miodrag Fuštić from the "Zdravi Mojkovac" initiative said that the Conclusion, which is on the agenda, is only one step forward, but that the new Spatial Plan (PP) of Montenegro plans mining activities in the area of that city. Such solutions from the planning document, he claims, were made in a perfidious manner.
According to Fuštić, "the wishes of the mining company, not the citizens, were mirrored" in PP.
As they previously stated in their conclusions from the Municipality, among other things, "The Government should innovate the existing Draft DPP for the area of the Brskovo concession area together with the Strategic Environmental Impact Assessment".
The local Mojkovac authorities claim that the DPP and the Strategic Environmental Impact Assessment should answer whether that project is in conflict with the strategically important development project of the ski resort 'Žarski' on the Mojkovac side of Bjelasica.
A special review is expected on the solution of dust within the wind rose for the locality, in order to prevent it towards the future ski center, as well as towards other populated areas.
They pointed out that after reviewing the previously proposed documents, it was concluded that they do not provide clear and precise answers to the questions of noise intensity, transport of materials, regime of transport and use of explosives, and waste and other water management.
