The Basic State Prosecutor's Office in Podgorica opened a case yesterday regarding the information that she is the assistant director of the Institute for Public Health Miljana Pavličić worked for years in responsible positions with a falsified certificate of having graduated from the Faculty of Chemistry at the University of Belgrade.
This was confirmed to "Vijesta" yesterday by the manager of ODT Podgorica Dusko Milanović.
"I am informing you that in the Basic State Prosecutor's Office in Podgorica, based on the allegations from the mentioned text, a case has been formed and handed over to the acting prosecutor," the answer reads.

"Vijesti" announced yesterday that Pavličić never graduated from the Faculty of Chemistry at the University of Belgrade, and that the documentation on the basis of which she works in a managerial position is a forgery.
The Ministry of Education also filed a criminal complaint
After conflicting answers from the Ministry of Education in the previous period, and in connection with the nostrification of the Pavličić diploma, yesterday the department of Anđela Jakšić Stojanović answered why her diploma was not recognized 13 years ago.
"On March 18, 2010, Miljana Pavličić addressed the Ministry of Education and Science with a request for recognition of a foreign educational document obtained at the Faculty of Chemistry, University of Belgrade, Republic of Serbia. Along with the request in question, the appointed person submitted the Certificate of Higher Education, Certificate of Passed Exams, as well as proof of payment of the administrative fee. The Ministry of Education, by document number UPI 05-1/11-374 dated March 18, 2010, addressed the Faculty of Chemistry, University of Belgrade, to verify the authenticity of the educational document in question. The Faculty of Chemistry, University of Belgrade, by document number: 686/1 dated May 21, 2010, informed this Ministry that the educational document in question is not authentic," the Ministry of Education's answer to the questions of "Vijesti" states.
In that department, they claim that, appreciating the answer of the Faculty of Chemistry, they filed a criminal complaint against Miljana Pavličić at the Podgorica ODT, due to the suspicion that, "with the intention of using a false and untrue document as a real one, the named person committed the crime of falsifying a document under Article 412 of the Criminal Code." .
They also said that the complete case files, created in the matter in question, were submitted with the criminal complaint to the competent prosecutor for further action.
The Ministry of Education did not specify when the criminal complaint was filed.
The former administration of the Ministry, which he headed Miomir Vojinović, in her reply to "Vijesta" dated May 12 this year, she claimed that the decision on the recognition of Pavličić's educational document was not recognized.
After asking about the reasons why the diploma was not verified, the Ministry claimed on June 15 that it cannot be determined from the records whether the request was resolved and in what way. At that time, they clarified that "the documentation submitted with the request for the recognition of a foreign educational document is kept for five years".
Šimun promised an adequate reaction
Minister of Health Vojislav Šimun he told "Vijesti" yesterday that the reaction of that government department will be adequate if the newspaper reports about the forged Pavličić diploma are confirmed.
"I learned about the information that Mrs. Pavličić falsified the certificate of completed studies at the Faculty of Chemistry in Belgrade from the newspaper this morning. The Ministry of Health has taken everything within its competence. In other words, it has already initiated procedures according to the competent institutions to adequately analyze and investigate this case", pointed out Šimun.

He promised that during the process of solving this process, which will result in adequate measures, the Ministry will cooperate with other institutions and that the Ministry of Education will be involved.
"I expect that the outcome will be an adequate location of the aforementioned omission, of course if the newspaper reports are confirmed. Rest assured that the reaction of the Ministry of Health will be adequate", said Šimun.
The institute verifies the case and all diplomas
The Institute for Public Health announced yesterday that the legal team of that institution will, by order of the director Igor Galić check the media's statements regarding the disputed diploma of the assistant director, in accordance with the procedures.
"Immediately after receiving the results, we will inform the competent institutions and the public. As Miljana Pavličić is currently not working because she is on maternity leave from 06.09.2023. year, we will respect the rule that she is not guilty until proven otherwise by a court of law. We kindly ask the public that further investigations of this topic are dealt with by the competent institutions. In order to prevent possible irregularities with other employees, the Director of the Institute requested a check of the files of all employees in the Institute in accordance with the law," reads the unsigned press release of the Institute.
In that health institution, they previously ignored questions regarding Pavličić's educational documents.
CGO: The case is not an isolated phenomenon, the Institute and the Ministry are responsible
Snezana Kaluđerović from the Center for Civic Education (CGO) said that such a case in that non-governmental organization did not surprise them because it is not an isolated phenomenon.

"In this particular case, the obligation of the Institute for Public Health was to determine the fulfillment of the conditions for the person it employs, and the responsibility for that failure lies undisputedly with the Institute. Also, based on the data from the work book, it is possible to determine the last level of education for a person who is employed in a certain position, bearing in mind that the Employment Service, when filling out the work book, enters information about the occupation based on the diploma of the level of education if diploma obtained in Montenegro, i.e. on the basis of the ENIC decision on recognition, and so on separately for each newly obtained level. This means that the workplace to which a person is accepted requires certain criteria that the person must satisfy, such as a diploma on the completed professional training for which he is accepted to work and which is entered in the work book. If a person graduated from an educational institution outside Montenegro, it is clear to a layman that such a diploma must be recognized by ENIC in order for that person to be employed on the Montenegrin labor market. Namely, ENIC is responsible for recognizing foreign educational documents and equating qualifications, and the absence of a decision from ENIC should already be a warning sign," said Kaluđerović.
She pointed out that she is particularly concerned that the case is happening in a health facility.
"It is also problematic that she was also the president of the Commission for the Accreditation of Health Institutions, which was formed by the Ministry of Health, so there is also the responsibility of the Ministry of Health in terms of valid reference checks of persons in such important bodies, instead of the trend of appointments based on nepotism and party ties ", said Kaluđerović.
She recalled that "we almost witnessed the appointment of the so-called 'B.Sc. ing.' at the 43rd session of the Government to the Management Board of the company 'Project Consulting', when the then Minister of Science mentioned that this person was a student, not a graduate engineer.
"When these things were happening at that level and openly with the support of the highest state officials, we can only imagine what it was like in terms of the so-called 'depth'", assessed Kaluđerović.
