Yesterday, the Labor Inspectorate initiated the supervision procedure regarding the employment of Miljana Pavličić at the Institute for Public Health (IJZ).
As announced by the Directorate for Inspection Affairs, the control was initiated ex officio, and based on allegations published in the "News" that Pavličić worked for years in management positions with a certificate of completed studies at the Faculty of Chemistry of the University of Belgrade, which was falsified.
The Ministry of Education, Science and Innovation, headed by Anđela Jakšić Stojanović, told "Vijesta" yesterday that the criminal complaint in the Pavličić case was filed on August 21, 2013.
"The complete case files are still in the state prosecutor's office," the Ministry announced. In 2013, this department was managed by Slavoljub Stijepović.
Previously, the Ministry of Education, which was headed by Miomir Vojinović, claimed in a response to "News" from June of this year that it cannot be determined from the records whether the decision on the nostrification of the Pavličić diploma was issued at all.
The head of the Basic State Prosecutor's Office (ODT) in Podgorica, Duško Milanović, said two days ago that after the "Vijesti" article, a case was formed about that case and handed over to the acting prosecutor.
A months-long investigation by "Vijesti" and the Union of Doctors of Medicine (SDM) showed that Pavlićić never graduated from the Faculty of Chemistry at the University of Belgrade, and that the documentation on the basis of which she works in a managerial position is a forgery.
Pavličić, with falsified educational documents, has been working in responsible positions in one of the most important health institutions in the country for years.
She is the daughter of the former chief health and sanitary inspector Višnja Orban.
Although Pavličić claims in the official answers that the employer - the Institute of Public Health has all the evidence of her qualifications in the personal file, the validity of that documentation was disputed by the Faculty of Chemistry of the University of Belgrade, both to the "News" this year, and to the Ministry of Education more than a decade ago.
"On March 18, 2010, Miljana Pavličić addressed the Ministry of Education and Science with a request for recognition of a foreign educational document obtained at the Faculty of Chemistry, University of Belgrade, Republic of Serbia. Along with the request in question, the appointed person submitted the Certificate of Higher Education, Certificate of Passed Exams, as well as proof of payment of the administrative fee. The Ministry of Education, by document number UPI 05-1/11-374 dated March 18, 2010, addressed the Faculty of Chemistry, University of Belgrade, to verify the authenticity of the educational document in question. The Faculty of Chemistry, University of Belgrade, by document number: 686/1 dated May 21, 2010, informed this Ministry that the educational document in question is not authentic", according to the answer of the Ministry of Education to the questions of "Vijesti" from two days ago.
She also presented herself as a master's student, participated in important projects
According to publicly available documentation, Pavličić performed important tasks at the Institute for Public Health for years, and she was also the president of the Commission for Accreditation of Health Institutions of the Ministry of Health.
During this year, she was also a member of the Commission that conducted interviews with candidates who responded to job advertisements at that institution and participated in the evaluation of their competencies.
During the last year, she participated in the project "Conduct training for case investigators and contact tracers to strengthen capacities for COVID 19 surveillance". On that project, and based on the contract on additional work, as a member of the professional team for nine months, she earned an additional 4.300 euros.
Pavličić even presented herself as a master of biochemistry in her biography, as a panelist at an event organized by the Centers for Excellence, an initiative of the European Union.
"Vijesti" yesterday asked the Institute for Public Health since when Pavličić has been in the salary class related to higher education, how many contracts she had based on the contract on additional work, whether Pavličić was a decision-maker in the Commission that controlled the fulfillment of conditions job candidates, but those questions were not answered.
"ODT in Podgorica formed a case yesterday regarding the information published in ND 'Vijesti' regarding the assistant director Miljana Pavličić. In accordance with the aforementioned, the Institute for Public Health will coordinate further activities with state bodies according to the legal framework. In the process that is before us, we will respect the legal procedure, and we ask the media to act accordingly until the end of the procedure", the answer reads.
Did the alarm in the IJZ go off late?
Director of IJZ Igor Galić did not answer yesterday that the questions of "Vijesti" from a few months ago were not an alarm to check the work file of the assistant, but also the request for SPI through the Network for the Affirmation of the Non-Governmental Sector (MANS), when they only delivered a certificate to that NGO, but not and a copy of the diploma, as requested.
He did not answer whether he feels command and moral responsibility because of this case and whether he will eventually resign.
Even the Ministry of Health did not answer whether they will seek the director's responsibility and how citizens can expect Pavličić to return the money she earned based on the falsification of her educational document, bearing in mind that she received a higher salary based on the fact that she allegedly graduated from college and had a membership. in various commissions and worked on cross-border projects.
Galić, visiting RTCG yesterday, said that anyone who commits a violation, including his own, should be held accountable if there is one.
"Certainly we have implemented what is within our competence, certainly the participation of the media and NGOs is pleasing. This is the right way to put the country on the right footing, to reach a common goal. And that is European integration," he said.
At the beginning of Galić's mandate, "Vijesti" also wrote that the Government appointed him as the director of the IJZ in mid-December 2020, even though he did not meet the requirements for that position stipulated by the then valid rulebook on internal organization and systematization. According to the rules in force at the time, which were changed very quickly precisely because of Galić, the director of the IJZ had to have an academic title of Master's or Doctor of Science.
Pavličić was employed at the Institute in 2010, as an intern, during the term of director Boban Mugoša. In his mandate, there was also an analyst who was involved in determining the quality parameters in foodstuffs, and since 2018 she is also the person responsible for the ISO 17025 standard in IJZ.
