Technical director of the Bjelo Polje municipal enterprise Komunalno "Lim" Senad Pačariz (DPS) was dismissed from office due to a series of irregularities.
Based on the documentation that "Vijesti" had access to, he increased his coefficient from 5,97 to 7 in February, and for a long period of time he received three salaries - as technical director, head of the work unit "Cleanliness" and on the Board of Directors. , where he received more than double the amount provided by law. At the same time, in February he proposed himself as a member of the board of directors, and he sent the same signatures of support workers to the Municipal Assembly twice, and from 2021.
Due to all these events, Pačariz was relieved of his duties as technical director and yesterday he was handed an annex to the contract for the position of head of "Čistoća", learned "Vijesti" from Komunalno.
Pačariz told "Vijesta" that he did not want to comment on the case, that he was not aware of the fact that he had been dismissed and that the procedure for proposals and selection and appointment was known.
From the documentation of the Communal Enterprise, which "Vijesti" had access to, it follows that Pačariz's coefficient was 5,97 in March, and that immediately before the appointment of a new director (in April), he himself increased the coefficient to 7 at the meeting of the Board of Directors, so that his salary was increased from 1.000 euros to 1.300 euros. As a member of the Board of Directors, he proposed and voted for that decision at the meeting, "Vijesti" learned from that company. As a separate part of the salary in that 1.300 euros, there is 400 euros for additional work, in the position of the head of the work unit Zelenilo. Also, on top of those 1.300 euros, he has an allowance of 250 euros as a member of the Management Board, which according to the decision of the Assembly amounts to 100 euros.
According to the "Vijesti" source, the executive director Muradif Grbović (BS) presented Pačariza at the collegium on Monday, not to see him in the position of technical manager of the company.
Grbović did not answer the questions and calls of "Vijesti". He did not answer the questions regarding the dismissal, nor whether the alleged irregularities preceded it.
In the Offer to change the employment contract, which "Vijesti" also had access to, it is stated that the appointment is an offer to change the employment contract so that after accepting the offer, Senad Pačariz would be assigned to the position of head of the work unit "Cleanliness, Greenery, Landfill and zoo hygiene", and that "the reasons for giving the offer are reflected in the need to organize the work in that work unit, especially the work that is related to the work related to the development of plans and programs, issuing work orders...
"As the offered employee has already performed tasks in the subject unit on the basis of supplementary work, and as he is familiar with the problems, goals and challenges in that area, they believe that he can perform the duties of the head of the subject work unit in a quality and responsible manner," says the offer of the executive of the director delivered to Pačariz yesterday.
In response to the "News", the Municipal Assembly states that in the process of preparing the session of the Committee for Elections and Appointments, the Assembly's service contacted the former director of Komunalno "Lim" Radenko Vujošević (DPS) to submit a proposal for the election of a member of the Board from among employees, so that the Committee for Selection and Appointments submits to the Assembly of the Municipality of Bijelo Polje a proposal for the appointment of the Board of DOO Komunalno "Lim" Bijelo Polje.
"Act No. 6195 of December 2, 12, the director of DOO Komunalno Lim Radenko Vujošević submitted to the Assembly service, i.e. the secretary of the Assembly, that Senad Pačariz was elected as a member of the Board of Directors from among the employees. At the meeting of the Committee for Selection and Appointments, the composition of the Board of Directors was determined, in which Senad Pačariz was proposed from among the employees, based on the notification of the director, which was submitted to the Committee for Selection and Appointments. The Selection and Appointments Committee considered relevant the notification of the director of DOO Komunalno, which was duly certified and filed and submitted to the Municipal Assembly. The method and procedure for electing a member of the Board of Directors is an internal procedure that is provided for in the Statute of that company, "states in the response of the Municipal Assembly.
There was (neither) a workers' union
The NGO "Euromost" stated that they had previously been approached by the employees of the Communal Enterprise, because, as they stated, Pačariz proposed himself to the Management Board of the Communal Enterprise, which resulted in 15/2/2023 elected as a member, without the support of the workers and minutes from the assembly of workers.
In the Company's Statute, in Article 22, it is stated that "the members of the Management Board are elected from among the employees by the employees at the assembly of all employees in the company, and that the assembly of employees is convened by the executive director and manages his work until the chairman of the assembly is elected."
That NGO asked the Management Board to provide them with a copy of the proposal and the minutes from the meeting held in 2023.
"They sent us a notice dated December 2, 12, with a list of employees, where the former executive director of the Municipal Enterprise Radenko Vujošević informs the secretary of the Municipal Assembly, Ajsela Pačariz, that the trade union organization elected Senad Pačariz as a member of the Management Board of the Municipal of the company "Lim", although it is not elected by the Trade Union, but by the employees, submitting the names of the employees, without any assembly or signature. This was confirmed by the employees of the NGO "Euromost", that the assembly was not even held then, but that individuals connected to Senad Pačariz wrote and circled "YES" without any signature of the company's employees", said the NGO, stating that is "Ajsela Pačariz daughter-in-law of Senad Pačariz".
