The assistant director of the Institute for Public Health, Miljana Pavličić, also forged the decision of the Ministry of Education on the nostrification of the diploma of the Faculty of Chemistry of the University of Belgrade and attached it to the employer, but this forgery was not presented to the labor inspectorate during the control at that institution, as well as to the Ministry of Education, Science and Innovation.
Yesterday, the Directorate for Inspection Affairs (UIP) told "Vijesta" that the labor inspection found irregularities in the IJZ, because that institution did not present a decision on the recognition of a foreign educational document.
They stated that because of this, the employment contract was concluded in violation of Article 20 of the Labor Law and pointed out that they will order the IJZ to eliminate irregularities regarding the establishment of the employment relationship of Pavličić.
However, the questionable decision about the certified diploma was not presented to the inspection, considering that "Vijesti" had access to that forgery, from Pavličić's work file. And she, answering the questions of "Vijesti" earlier, said that in her personnel file there is "proof of completed university and acquired title, the decision on the nostrification of the diploma from 2011, the decision of the Ministry of Health on the passing of the professional exam...".
In this obvious falsification, it is stated that on June 7, 2010, the Ministry of Education issued a decision on the recognition of a foreign educational document for Pavličić, who "graduated from the Faculty of Chemistry of the University of Belgrade on January 18, 2010 and obtained the title of graduate biochemist."
The IJZ did not answer yesterday that it is possible that the falsified decision on nostrification was not found during the inspection and whether and against whom they will file a report for concealing evidence.
"Vijesti" forwarded to the Ministry of Education, Science and Innovation a copy of the falsified decision from Pavličić's personnel file and asked if that document was valid and authentic and what they would do if it was not issued by that government department.
From the department he manages Anđela Jakšić Stojanović they said that they asked the IJZ to provide them with the decision on nostrification No. 05-1-373 dated June 7, 2010, but that they were informed that the Institute does not have that document.
The ministry also told "Vijesta" that the IJZ informed them that the institution had contacted the Capital City, "because in the work book of the appointed person there is a certified stamp and signature of an official of the Secretariat for Social Welfare that she has decision 05-1-373 of 7 June 2010, which confirms that a graduate biochemist has been appointed".
The Basic State Prosecutor's Office (ODT) in Podgorica formed the case after a published investigation that showed that Pavličić has been working and advancing in the IJZ for years on the basis of a falsified certificate of completed studies. She was previously sentenced to a suspended sentence before the Basic Court in Podgorica for falsifying that document.
A new forgery full of falsehoods and errors
The alleged decision on the recognition of Pavličić's foreign diploma from her file is full of untruths and grammatical errors.
So, for example, it is stated that the Ministry of Education issues a decision based on Article 198 of the Law on "General Instructional Procedure".
It says that the Ministry of Education and Science addressed the Faculty of Chemistry of the University of Belgrade in letter number 05-1/11-373 and verified Pavličić's higher education and the "acquired professional title of Graduate Biochemist". It is stated that the Faculty of Chemistry of the University of Belgrade informed the Ministry in a letter dated May 26, 2010 that Pavličić "earned a degree in biochemist".
The Ministry of Education, Science and Innovation announced last week that the Faculty of Chemistry of the University of Belgrade informed them by act 686/1 of May 21, 2010 that Pavličić never graduated.
Galić resigned, opposes embezzlement
Former director of the IJZ Igor Galić he resigned from that position yesterday.
"After three years of mental and physical exhaustion caused by the pandemic of the COVID-19 infection, I am informing the public that I have submitted my resignation as director of the Institute for Public Health to the Minister of Health and the Prime Minister. "Regarding the allegations from the media that mention falsified diplomas, I want to make it clear that I am in principle opposed to any kind of malfeasance and ask that investigations in this direction continue throughout the state system," he said.
He said that he hopes that "with this act he will protect the integrity of the institution, the honor of the family and his personal hard-earned reputation".
"I wish the Minister of Health and the Government of Montenegro successful work and good luck in protecting the health of the population of Montenegro with the hope that they will complete the processes that will result in the country's entry into the EU," concluded Galić.
Minister of Health Vojislav Šimun he assessed yesterday that the resignation of Galić was an expected and responsible act.
"The resignation of the former director of the Institute of Public Health, Dr. Igor Galić, due to the case witnessed by the entire Montenegrin public these days that a person with a forged diploma was hired in a leadership position, was expected, but definitely a responsible act," said Šimun.
He believes that Galić, as someone who was at the top of the management chain at the Institute, is objectively responsible for the situation that threatened the reputation and reputation of that institution.
"Nevertheless, since we are all witnesses that, despite the failures, there are very few such examples in our society, we appreciate Dr. Galić's decision and believe that he acted as a responsible and consistent leader," Šimun points out.
He said that the Ministry of Health will find an adequate solution for the leadership position in the IJZ in the coming days, so that the work process would not be called into question at any time.
