The municipality of Tivat has upgraded and improved its "System 48" which is used to report communal problems in that city.
"System 48" was put into use in Tivat in 2016 and now the software has been significantly improved and updated in accordance with the latest organization of municipal secretariats and services, i.e. local public institutions and companies that perform tasks of public interest.
Secretary for local government Jelena Šćekić she said that the changes are in cooperation with the main developer Ivan Pajović and his IT company carried out on "System 48" put in focus, "first of all, the citizen who reports a utility problem so that it can be solved in the most efficient way by the competent authority".
"After these changes and updates, when we write that the application has been successfully completed, it really means that it has been completed, and not as before when someone who is not competent enters into the system that the application has been successfully completed, but in fact it is not," Šćekićeva explained. .
The main difference compared to the previous system is that now, when a citizen reports a problem, in addition to the main administrator, the report is opened by all competent authorities that are part of the system.
"There used to be the Municipal Inspection and the Police, Water and Sewerage and Utilities. Now there are also the Secretariat for Spatial Planning, the Directorate for Investments and the new Secretariat for Transport and Communal Services. Now the application opened by the administrator of "Service 48" becomes visible to all those authorities. And of course, the one who is in charge will take over that application and start solving it", Šćekić explained.
Previously, there were cases where a report was opened by someone who was not competent to solve a specific problem pointed out by a citizen, and then such a report was closed administratively, as allegedly successfully resolved, with a note that the citizen should contact the competent authority. With the improved software solutions with which "System 48" has now been updated, this will no longer be possible, as the local administration of Tivat explains, but the competent authority will certainly receive a report related to it and will have to act on it.
If it takes a certain amount of time to resolve the application, it will be pending, but the date of the expected response is entered. A reminder is automatically set for the system administrator and the person whose responsibility it is that a deadline has been given, i.e. a date has been set by which they are obliged to give the citizens an answer.
"Therefore, unlike the previous system, the entire road is visible. And when the report is resolved, a response is written and a photo is attached that the report has been resolved. This is a big difference compared to the previous system," said Šćekić.
She explained that, in contrast to the earlier way of operation of "System 48", certain applications will now be selected depending on the category.
"If the report, for example, refers to illegal parking, the authorized official, that is, the municipal police officer, will be notified immediately via the interactive map. It immediately identifies the location and solves the problem. He has his own account as an authorized operator, uploads a photo and gives an answer to the citizen who submitted the report", explained Šćekić, adding that the news is that citizens will no longer wait for the communal police to act on the report submitted on Friday evening via " System 48" only on Monday morning, the person on duty will be able to immediately find the location where the utility problem has been reported via the official telephone and interactive map, and the report will be immediately able to be seen by any authorized person from the competent secretariat, who will only be the operator and have their own account in "System 48", so the competent services will immediately go to the field and react.
