The elementary school "Savo Pejanović" in Podgorica does not have a director, and the issue of managing the institution should be open at least next week, when representatives of the School Board of one of the oldest elementary schools in the capital will meet.
Zoran Djukic who presented himself to the public as a school director, at the Government session on November 16, he was appointed State Secretary in the Ministry of Transport and Maritime Affairs.
According to unofficial information from the newsroom, he did not inform anyone at school about this.
President of the School Board prof. Ph.D Dragan Koprivica yesterday, he did not specifically answer to "Vijesti" whether Elementary School "Savo Pejanović" currently has a principal, whether Đukić has submitted his resignation to the School Board and whether the board has decided in relation to it.
"At this moment, I can inform you that the School Board will meet during the next week and resolve all obligations related to the further optimal process of management and work in the "Savo Pejanović" Elementary School. Immediately after the School Board session, you, as well as the representatives of all other media, and the relevant Ministry, will be informed," reads the reply that Koprivica submitted to "Vijesta".
However, he did not answer what the status of Đukić was at the school before he was appointed as the state secretary - whether he was the acting director or whether he held the position for a full term.
"Vijesti" wrote about his status at the end of September. As it was announced at the time, Đukić was neither one nor the other for the Ministry of Education, and they did not know who performed that function at the school.
On the other hand, "Vijesti" wrote, referring to unofficial information, that Đukić never received a decision on his dismissal and even in those days, in statements to the media, he presented himself as the school's director.
At that time, the school board did not schedule a session, nor, as "Vijesti" interlocutors claimed at the time, did they receive any information from the Department of Education regarding the election of the principal of the Podgorica school. At that time, "Vijesti" did not receive a response from the administration of the elementary school "Savo Pejanović" regarding the status of Đukić.
In April, the Higher Court in Podgorica issued a verdict that overturned the earlier verdict of the Basic Court and annulled the decision of the then Ministry of Education, Science, Culture and Sports on the selection of candidates from March 25, 2022, and at the same time, that department obligates that within 15 days from the date of entry into force , carry out a re-selection among the candidates who applied for the position of principal of Elementary School "Savo Pejanović" on November 15, 11.
In the judgment of the High Court, which "Vijesti" had access to, it was stated that the School Board then announced a competition, that Zoran Đukić and the previous director applied for the competition. Biljana Krivokapic, that the Ministry, deciding on that competition, on March 25, 2022, made a decision that Đukić will be the director of the elementary school in Podgorica for the next four years.
The verdict also stated that previously, while Đukić was in the position of acting administrator, the educational inspection determined that he did not meet the requirements of the competition, because the type of education he has - B.Sc. mechanical engineer, is not provided as a condition - the possibility of teaching for any of the planned regular or optional subjects.
As stated in the verdict, which was published by "Vijesti" earlier, the Ministry of Education in the act of 5/12/2022 gave the opinion that "a person who has obtained the professional title of B.Sc. mechanical engineer and master of technical sciences does not meet the requirements for a classroom teacher, as well as for a subject teacher in elementary school in terms of the field (profile) of education, since the profile mentioned is not intended for any subject in elementary school".
