The Pljevlja heating project should be completed by the beginning of the heating season in October 2025, when consumers from the inner city center will be connected to the new heating pipe.
This was announced to "Vijesta" by the Electric Power Company of Montenegro, with the assessment that a lot of work is being done on the implementation of that project.
They note that the city heating project is directly related to the Thermal Power Plant reconstruction project, and until it is completed, it cannot be realized.
In EPCG they claim that after the recent statement of the Prime Minister Milojko Spajić that heating is being postponed for a year, some media "selectively interpreted the status of this project", which is why it could be concluded that nothing has been done about it so far.
They claim that work has begun on the start-up boiler room, which is an auxiliary boiler room for heating, and that just for the work in the area of the Thermal Power Plant, for the heating needs of Pljevlja, it will cost around five million euros.
Elektroprivreda is obliged to build the primary pipeline from the Thermal Power Plant to the company "Vektra Jakić", for which about two and a half million euros will be spent. These works will be completed by 2024.
The installation of heat pipes from "Vektra Jakić" to the city will be financed by the Directorate for Capital Projects of the Government of Montenegro.
"The complete investment is financially closed and we plan for the project to be completed at the beginning of the heating season in 2025," EPCG told "News" while reminding that they recently received support from the Prime Minister and relevant ministers at a meeting in Pljevlja "regarding the importance of the investment cycle when is the most important energy facility in Montenegro, Pljevlja Thermal Power Plant".
After the completion of the heating project, the boiler house in Skerlićeva Street, which is one of the biggest air polluters in Pljevlja, would be eliminated.
The environmental reconstruction project of the thermal power plant, the heating project of Pljevlja and the modernization project of the thermal power plant are directly connected in both technical and dynamic sense.
"It is impossible to look at these projects independently, therefore, bearing in mind that they are complex engineering objects. The construction of the heat exchange and pumping station for heating has already begun, the construction work is mostly completed, and the installation of electro-mechanical equipment is in progress, while the work on the starting boiler room, which is an auxiliary boiler room for heating, has just begun. These works are worth several million euros. The dynamic works will be finished by 2024, as has been stated several times in the media about the status of the works. Everything, technically, is still related to other projects related to this part (adaptation of the boiler, chimney...). It is obvious that there are 7-8 large individual projects that are all very specific and dynamically connected. The start of the operation of the entire system is conditioned by the successful implementation of all", claim EPCG.
They also point out that the conceptual design of the entire primary heat pipe has been completed, and that the main project of phase I - section 1, with a length of 2,3 kilometers, is under review.
"With the completion of the conceptual solution, conditions were created for the delivery of the primary heating pipes. The works have started and the conditions are being created for the preparatory works on the first part, which is located in the area of the Pljevlja Thermal Power Plant. Assembly-installation works are expected in the first quarter of 2024. Then follows a tender for the selection of a contractor for the remaining part of the primary heat pipe with all connections to collective boiler houses in the city center with a power of up to 10 megawatts. It is very difficult to comment on such complex projects in terms of the existing project documentation, spatial planning documentation and deadlines for other projects, therefore EPCG with partners on this project, the Municipality of Pljevlja and the Administration for Capital Projects of Montenegro will organize a presentation of the new project very soon".
They point out that the Pljevlja TPP modernization project involves the modernization of the turbine and the creation of conditions for the regulated withdrawal of steam for heating up to 44 megawatts and further development depending on the needs of the city.
It is a project of the greatest importance and its dynamics, together with the environmental reconstruction of the Pljevlja Thermal Power Plant, directly affects the start of the Pljevlja district heating operation.
"We believe that only after three months and the start of work on the primary heat pipe, it will be clear to all citizens that there is no procrastination, delay, or abandonment of this project, which has been declared a project of public interest and is of the greatest importance for citizens in terms of improving air quality. as well as the state of the environment in Pljevlja. We should not forget the additional aspect that is currently being agreed between the EPCG - the Municipality of Pljevlja - the Government of Montenegro, which is the overall financial support for the heating of Pljevlja in combination with the energy efficiency project (facades, locks, heat pumps) and, most importantly, the most favorable price for heating of energy for all citizens of Pljevlja", they state in EPCG.
