Due to the consumption of psychoactive substances, several clients of "Kakaricke gore" were removed from that specialized institution for the treatment of addictions in Podgorica.
This was confirmed to "Vijesta" yesterday after an inquiry based on complaints from the mother of one of the remote users.
The removal, as they said from JU "Kakaricka gora", is a confirmation that "any attempt to abuse narcotics in the Institution is sanctioned".
Addresses of several newsrooms received an address yesterday from the mother of an addict, who, among other things, made several accusations about the work of the institution where her son was placed about half a year ago.
Among other things, she stated that "drugs are consumed freely" in the institution, that clients go over the fence, that the intake of food and other substances is not controlled, that a certain number of clients own telephones, that among the visitors of some clients are persons who are not related to addicts, to bring whoever they want with them for visits, without checking their identity...
From JU "Kakaricka gora", of which he is the head Marko Čađenović, acting director, told "Vijesti" that this public institution "has very clear procedures by which it operates precisely in order to protect the system", such as periodic tests for psychoactive substances, inspections of clients' belongings.
"Whenever, after such procedures, it is determined that one of the clients is positive on the test or in any other way violated the rules of functioning of the JU, the treatment for that individual is interrupted. Such measures are taken in order to protect other clients and to ensure that those clients who want to recover can do so, and that those clients who do not want to cannot stay in the Institution because they do not respect rules, and at the same time, their behavior shows that they are not even authentically motivated", said the "Kakaricka gora" JU.
The mother, who addressed the media, stated in the letter that her son has been in treatment for about six months and that, in addition to him, "three other clients have relapsed... and with cocaine. Four guys in total”.
In their response to the editorial office, the institution did not deny that it is possible to enter the substance.
"We emphasize that it is a semi-open system with clear rules for going out as part of the treatment, which take place in the form of weekend outings after half a year for 48 hours, after which testing is carried out for the presence of psychoactive substances and if the test is positive, it is terminated treatment, because it is categorized as a violation of the rules", they explained.
They claim that the clients do not have their own telephones, that they do not have access to the Internet, as stated in the letter of the mother, whose son is away, and add that, according to the regulations, the clients are allowed a phone call once a week for 15 minutes and that this the call is carried out under the supervision of a professional.
They also say that families bring necessary things for members who are undergoing treatment, that the entry of those who are allowed is clearly defined, that the things that are brought exceed the inspection measures and that they can only be brought at a clearly defined time.
"Of course, there is the possibility of input, as in all systems that are of a collective type. We are a therapeutic community, the treatment is voluntary and there is a question of motivation for the treatment, that there are possibilities that someone does not want to recover because of this and that there is a violation of the rules, for which there are protection systems and clear rules", they say.
As they stated, they fully understand that addiction is a disease of the family, that parents, above all, have a hard time bearing this condition.
"But we appeal to them to find the strength and to believe in the possibility of healing... to look for opportunities to help their own child, and not to blame the system, which was obviously not responding because the client confirmed through his consumption that he was not motivated for treatment," said the JU. That specialized institution for the treatment of addictions in Podgorica was founded in 2008. The administration said that hundreds of people have sought help for treatment since then and said that "there are many... whose lives today look productive and happy thanks to the changes that made by staying in the Institution".
"Appreciating the importance of every life, we cannot allow that because of individual unmotivated individuals we think globally negatively and treat unsuccessfully a system that has enabled people who were in a long-term hell of addiction to work, have families, live lives in a full quality form", they said. are "News".
As they said, the disease of addiction is a complex problem, "so it is approached that way".
"We are fully aware as professionals that relapse is part of the disease and something that happens, but it does not diminish our will nor should it diminish the hope of the addicts themselves and their families, because life is important," they said.
There are currently 19 clients and three female clients in residential treatment, and 15 male and three female clients in the non-residential part of the JU "Kakaricka gora" in Podgorica.
The price of treatment in the institution for both Montenegrin citizens and foreigners is 1.000 euros.
For Montenegrin citizens, the client's family participates with 230 euros, while the rest is financed by the capital Podgorica and the Ministry of Labor and Social Welfare.
Exclusion for theft, sex, arbitrary removal...
The rules of conduct for clients are defined by the rulebook of JU "Kakaricka gora", and in article 21 it is indicated that in case of violation, the user may be subject to some disciplinary measure or may be directly excluded.
Disciplinary measure can be a warning without the presence of others or in front of other clients, a written warning is also issued before expulsion.
Direct exclusion, as stated, is pronounced due to the introduction and/or consumption of psychoactive substances and/or alcohol, theft, sex, aggressive behavior or arbitrary removal.
