The head of the club of councilors of the Social Democrats (SD), Miloš Mašković, addressed the Agency for the Protection of Personal Data and Free Access to Information (AZLP), asking for information on whether they will initiate proceedings against the director of the institution on Kakaricka Gora, Marko Čađenović.
As Mašković said, the reason is that Čađenović disclosed the personal data of two former residents of that public institution in public appearances.
"Čađenović confirmed all our previous statements and announced that narcotics were used in that institution. Because of this, four users were removed from that public institution. When narcotics enter an institution dealing with drug addiction, it is obvious that there is problem, and someone should bear responsibility for such an omission. It is completely unimportant who. It is important to establish who is guilty of such an omission. The most problematic fact is that he named two former residents of that institution, by name and surname. He announced why they were in the institution and for how long, as well as what was the result of their treatment in that institution, which is a violation of human rights," Mašković said.
He added that Čađenović's work program and biography were never delivered to the councilors of the Capital City Assembly, and that despite this, he was elected to that position.
"Although we are trying to exclude the political aspect from the whole story, we must remind Mr. Čađenović that he is a member of the party - New Serbian Democracy and that he came to head that institution as its cadre. Yesterday, Čađenović claimed the opposite on a television. On the other hand, we insisted that all resumes be submitted to us, including his, but it was not submitted. We still do not know to this day what kind of famous work program he was selected on the basis of. This is his first job in a managerial position in his life. He has never had experience in those positions". Maškovic stated.
He also said that the head of such an institution must not be staffed in order to satisfy the party's appetites.
"People who have professional competence must come to the head of such institutions," Mašković said.
Maja Miročević Rotolo, chairperson of the Council for the Prevention of Drug Addiction and Other Addictive Diseases of the Assembly of the Capital City, said that she had convened the Council's session for December 4.
"I saw the convening of this session of the Council not only as a business obligation, but as a citizen of Podgorica and a doctor, I had a moral and professional obligation to contribute to try to determine the complete and accurate factual situation regarding, as we learned from the media, alarming and worrying events in to this public institution," said Miročević Rotolo.
Member of the May 21 Civic Initiative, Aleksandar Saša Zeković, stated that this is not the first time this situation has happened.
"I do not rule out that the previous structures better concealed the bad situation in the institution. I suggest that all political parties leave the management body of the institution and that experts be appointed. The director seriously exceeded his authority in his actions," Zeković said.
In the press release, he stated that at the moment "it cannot be said that the city institution on Kakaricka Gora is a safe environment for recovery from addiction".
"Addicts and families of addicts, citizens and the city as a whole need a good reputation for this institution and better results in overcoming addictive and dysfunctional drug-related behavior. The responsibility for the incident cannot be reduced solely to an inadequate fence. There is no official information that it or the security system as a whole, which includes personnel, is recognized as a security risk. It is not known that there were any requests to increase the funds for improving overall security in that city institution. Also, it is time to open a discussion about the security capacities there.
