The Center for Civic Education (CCE) called on the institutions of Montenegro to include persons with disabilities (PWDs), as one of the vulnerable groups, in their priorities and to contribute to the improvement of their dignified life.

From the CGO, on the social network X, they said that another December 3rd, the International Day of Persons with Disabilities, passes without progress in realizing the rights of PWDs.

They stated that the abolition of the special department for the rights of PWDs, within the competent Ministry of Human and Minority Rights, sends the message that PWDs are not a priority of the Government's activities in the field of human rights.

"Although the Strategy for the Protection of Persons with Disabilities from Discrimination and the Promotion of Equality recognizes women and girls as special targets of discrimination, in practice the institutions do not do enough to prevent such cases," said the CGE.

They said that PWDs cannot yet fully vote secretly in elections, which directly violates their political rights.

As CGO said, research by that non-governmental organization indicates that citizens have very little social distance towards PWDs.

According to them, this acceptance must be a guide to the authorities in the direction of improving the necessary support services for PWDs, primarily personal and assistance in classes and at work, then adapting public facilities and information, but also addressing multiple discrimination.

"This is an invitation to the institutions of Montenegro to include PWDs, as one of the vulnerable groups, in their priorities and to contribute to the improvement of their dignified life," said the CGE.
