Seventeen years old LH from Podgorica was sentenced to one year in prison for minors, for the crime of aggravated theft, "Vijesti" unofficially learns.
LH (2006) committed this criminal offense in the Stari aerodrome settlement, after he voluntarily left the Center for Children and Youth "Ljubović" in Podgorica in August, where he was placed by the decision of the Podgorica High Court. The High Court imposed this measure of temporary accommodation until the end of the proceedings, after LH was suspected of having committed a serious murder to the detriment of an elderly woman.
For the murder of a seventy-two-year-old woman in the settlement of Konik, in Podgorica, LH was, as "Vijesti" previously reported, sentenced to eight years in prison for minors, but that sentence, after an appeal by the Podgorica Higher State Prosecutor's Office (VDT), was revoked and sent back for a new decision. .

That juvenile, as "Vijesti" previously announced, and the Police Administration confirmed, just five days before he was arrested for aggravated murder, escaped from the detention facilities of the Security Department (OB) in Podgorica.
That LH fled from the police, the High Court knew at the time of the imposition of the measure of temporary placement in "Ljubović".
"Vijesti" wrote about the case of that seventeen-year-old several times, raising the question of the responsibility of the authorities in the proceedings: in connection with the fact that LH, after escaping from police custody, was arrested and suspected of having committed serious murder, and that afterwards , by the decision of the High Court, he was sent to the "Ljubović" Center, an open-type institution, without police or similar security, from where he arbitrarily left and committed a new criminal offense.
In this sense, the question of the responsibility of prosecutors and judges is open - whether the prosecution sent a proposal regarding the sanction in time, and whether the court received that proposal in time...
Police
LH, as they told "Vijesta" earlier from the Police Administration, escaped from their premises on June 1. Five days later, a seventy-two-year-old corpse was found at Vreli Ribnički FB, and the police informed the public on the same day that they had arrested an older minor on suspicion of having committed that crime.
Due to LH's escape, the Police Directorate initiated disciplinary proceedings against an officer for serious breach of duty.
"Vijesti" later announced that two more minors escaped from custody with LH on the same day. The newsroom did not respond to questions about the status of the police officer, the outcome of the internal control... from the Police Directorate and the Ministry of Internal Affairs, although the questions were sent several times - on October 10, then on November 8 and December 11.
The prosecution and the court
The prosecution previously announced that, in connection with the crime of aggravated murder, they submitted a proposal for juvenile prison to the High Court for the minor LH, but the court said at the time that the proposal reached them late and that is why they sent the XNUMX-year-old to "Ljubović". .
The court issued a decision for "Ljubović" on August 5, they claim that they received the VDT's proposal two days later, on August 7, but the VDT, in the statement they previously submitted to the Prosecutor's Council, stated that it was the prosecution's proposal for juvenile prison referred to the High Court on August 4.
Neither the VDT nor the High Court explained how the proposal for juvenile prison was sent and why it was delayed, if it was delayed.
Neither of them commented on the fact that LH arbitrarily left "Ljubović" because of that gap and, after the grave murder, committed a new crime, aggravated theft, for which he is now sentenced to a year in prison.
The Prosecutor's Council recently determined, after the procedure, that in the case of LH "the prosecution acted within the legal framework".
A few days ago, "Vijesti" sent questions to the Judicial Council, from which they said that there were no complaints in the specific case, but also that, regarding the letter from the editorial office, they requested a statement from the High Court.
