The Network for the Affirmation of the Non-Governmental Sector (MANS) called on the Minister of Energy and Mining Saša Mujović to, without delay, open the procedure for revising the contract on the awarding of the concession for the exploitation of stone at the location "Platac" in Krimovica, which, they said, was awarded to the company contrary to the law "Carinvest".
"The process of tendering the concession, the selection of the concessionaire and the final signing of the contract were carried out in a way that from the very beginning favored the company that is owned by the family of the former president of the Municipality of Budva, Marko Bata Carevic", announced MANS.
They said that this is shown by the documentation that that NGO delivered to Mujović today.
"For more than two years, MANS has been pointing to the fact that during the awarding of this 30-year concession, the law was grossly violated, which is why it filed several criminal charges, the last one against the former Minister of Finance, Aleksandar Damjanović, who signed the concession agreement with Tsarević," he adds. in the announcement.
They remind that the company "Carinvest" has been extracting stone at the location "Platac" for the last 15 years. "Although there were conditions for the termination of this contract, because Tsarević transferred ownership of the company to his son without the consent of the competent ministry, this did not happen," says MANS.
They said that after a new contract for another 30 years was signed with the Tsarevićs in August of this year, their company will be able to actually use the quarry for at least 45 years, "which is a decision that could not be made by the government, but by the parliament".
"Before signing this contract, the Government of Montenegro, at the initiative of Tsarević, first amended the annual Plan for the granting of concessions for detailed geological research and exploitation of mineral resources for the year 2021, and then drew up the concession deed using data that was the property of their company, which is expressly prohibited by law," states MANS.
They assessed that the administrations of Zdravko Krivokapić and Dritan Abazović did not have enough capacity to oppose Tsarević's intention to "contrary to the law to ensure unhindered use" of the "Platac" quarry for his company in the next 30 years.
"Apart from this case, Tsarević is also known to the general public as the single largest usurper of state property, who has been using more than half a million square meters of state land in Krimovica for the eighth year, without any legal consequences or restrictions for now," says MANS.
They said that "the Tsarević case" continues to be a test of political will for "the fight against corruption that no government has passed after the fall of DPS".
"That's why we call upon Minister Mujović and the Government of Montenegro to demonstrate with a concrete example that the rule of law is above politics and political compromises, to immediately terminate the illegal contract with the company 'Carinvest' and ensure full protection of the public interest," concludes MANS.
